This was the fifth treasure that Sauron forged beyond the four treasures.

It was split into two by the remnant soul of the Chaos Ancient Serpent, forming two divine weapons:

The Supreme Eye and the Supreme Scepter.

That day, after an anomaly with Sauron's four treasures, the scepter appeared in Levi's mind, and its true name was:

[Ancient Tower Scepter]

This treasure did not contain an artifact spirit. Levi speculated that the remnant soul of the Chaos Ancient Serpent might well be its artifact spirit.

However, for some reason, the artifact spirit had escaped the control of the scepter… or rather, Sauron had intentionally made it so.

And Levi also understood the true function of this scepter.

That was to grant Levi a portion of the ancient tower's authority.
