So Qing Province's commoners suddenly saw Liu Bei's army leaving the towns of Qing Province, alongside their supplies and resources that they thought were Liu Bei's own, and leave Qing Province.

Before leaving, they all leave the same message and it contains words saying Liu Bei can't take care of the people of Qing Province anymore due to Cao Cao, and that he has to reluctantly leave seeking shelter with Liu Biao in the south because he has lost his battle against Cao Cao.

The moment this message was spread across all towns of Qing Province especially Beihai, it caused an uproar because they felt that they lived peacefully and stomachs filled every day, and now to be changed under Cao Cao whose name has been verified unbeknown to them, they don't want that to happen.

When this news reached Cao Cao's ear, Cao Cao was so angered by the rumors that had been spread about him, and what Liu Bei had done to destabilize his control over Qung Province that he threw his favorite scrolls and stationery to the ground, he ordered for his army to be raised and proceed to chase Liu Bei but managed to be calmed down by his advisors, and all this movement was known by Lie Fan since day one.
