Again. At this point in time the bloody thinking would not be sealed. Minato sealed it after the war. Also if Rasa is going to steal the Ryumyaku then Minato should have no reason to seal it in the first place.

Dragon vein chakra possessed space time abilities exactly because of Minato's seal. It was a self fulfilling time loop. Mokuro the villain went to Roran because he knew Fourth Hokage sealed something there. Naruto and others went there chasing him because Mokuro was a criminal. when Mokuro and Naruto each in their turn touched the flying raijin sealing formula of the fourth Hokage it got amplified by the Dragon Vein and it sent them to past. Pure Ryumyaku Chakra doesn't have space time properties, as proved by Mokuro himself who used it as a battery to constantly manipulate massive amounts of puppets and even give them self repair functions.

It makes no sense that he received additional slot after just one level but the system has made no modification, update, or improvements after that first level up
