That's only for activating enchantments on high rank memories or for increasing the bodies powers, dormant Aspects still use it.

The Dormant ability didn't consume too much essence to use, but going over a certain amount made the darkness feel like it gained a mind of its own. It started to pull on his own essence without his permission, and go on a frenzy.

They do use essence to activate, it is just minimal. Nephis has already suffered from not having enough Essene to use her dormant ability a few times already.
