Both are same thing just the reference is different . Like - Even though lily's skill is mythical but she can't use it properly due to low stats or because didn't fulfill some criteria in Noah's case most of his skill function are locked . So just the reference is different both in a way are suffering from same thing - Got OP skills but can use them only partially ,Though one thing that put them apart is that lily can still use full skill as it isn't locked though will suffer consequence but noah can't use it as his are locked(he will have to pay system a approciate price), Hope this clears your confusion(it was mistake on my part) Thanks!

No , he will still get their stats and skills but he will not get the exp required for leveling up . As leveling up provides a flat increase in stat regardless of power of person , so he will be stuck in the same level , I will introduce all information about this things in future chapter

Well its obvious that he is getting nerfed as he is in a world where Law of equivalent exchange reigns supreme and further The story won't be interesting if he gets everything without pain would it? . If you have any idea or question do share it with me! ^^
