yeh bro, it does make sense becuz it was mentioned earlier that they've been through war, so they got more experience, more dedication to survive and better ninjutsu development. Meanwhile hoka doesn't want to learn ninjutsu, he can't even hit someone because who in their right mind would let a hyuga get close to them, so yeh it is not that hard of a thought process, but just seems more complex to you as you think pure taijutsu can somehow overcome his situation, first of all he needs chakra to be able to infuse his attacks so he can block chakra points or else it would be useless and your argument too is useless..
