this is like a day before dungeon event. rio wanted to kill everyone outside of dungeon as he knew security would be tighter inside. (since everyone in the world just assumes dungeons r where crime attacks always happens) if everything went according to Rio's plans, all the students would be dead and there would be no dungeon exam, but he failed, many students survived. and thus academy still went with continuing the exams, ending up calling for another attack inside it too.
