If army only, probably Devas cuz Devas' nightmares have the numerical advantage and doesn't rely on Devas to reform as they need to be purified or killed with holy attributed weapons/weapons(or basically anything effective against dark and spiritual foes) to actually go down for good unlike jinwoo's shadows that only reform if jinwoo has mana to do so. Though jinwoo has more higher quality shadows like igris, tank, iron and tusk and magic casting shadows, it ultimately would end up as a loss for jinwoo's shadow army.

Also, Devas is already struggling from vanilla terraria... he'd have stroke if it was Calamity, plus the likelihood of this being Calamity Is low, considering how strong the bosses are in the fic unlike in Calamity lore where they were just proclaimed as 'Strong' by 'legendary heroes'
