also remember that half of kurama can easily overpower the other 8 tails, plus Sasuke used them as power boosters not chakra ( don't really remember so u can fcat check and correct me) , he didn't have the jinchuriki traits of healing and his own chakra wasn't near as good as Naruto's without tailed beats

Not really, 99% is lesser than 99.9%=99.90, and that is lesser than 99.99%, and in a way that’s lesser than 99.999% but the effect wouldn’t be noticeable for either change but it’s technically different/higher

Technically not double it ( but also yes ) he can have the same quirk but a different version cuz All Might quirk is basically v1, only the basic power boost nothing else, and Dekus is v2 with the basics plus the other quirks, so he’d basically be able to double the quirk ( only the power boost )
