well because clark just doesn't want to use his powers that much .He also doesn't think the freefolk are innocent,if he becomes like a shield for them they will follow no laws, they will go to their old ways . Afterwall if you have literally a god protecting you , you could do anything irrespective of lords kings.

this is teenager superman like 19 - 20 years. His powers will grow more and more later in this story otherwise he will oneshot everybody and this story won't even last 10 chapters
