Teleportation is instantaneous, yes. But Minato still has to move after teleporting, which means there's a lag. It's just that no one he fought was fast enough to react to the lag, except maybe 4th Raikage. This was shown when he fought Obito, during the Nine tails attack. After teleporting, he still needed to turn and hit Obito with the rasengan. It was also shown in the 4th Ninja war, when he saved Gai from the truth seeker orbs that Madara used. He still had to turn and allow it to hit him before teleporting again. Naruto is well able to react during this lag due to his raw speed. This is shown when he dodged the Raikage at point blank range with a massive speed gap, considering he was fast enough to move several meters behind the Raikage. It was also shown, when he dodged Madara's lunar fang, which was light speed once again at point blank range. This shows that he could easily keep up with Minato even with his flying raijin.

Didn't the Raikage approach light speed with his lightning armor in the anime. I'm pretty sure it was written somewhere in the manga. I think when he was fighting Naruto.
