Both of y'all are wrong but it's not your fault. The author is stupid and thinks +50% speed makes it half as much as the original speed. +50% meand a total of 1.5x or 2/3rds as much time as the original speed. What the author should be using is +100% speed so it result's as 2x speed. Now for the second boost, it is applied to the result of the first boost so it would be ((base)+100%)+100% or ((base)x2)x2 which simplifies to (base)x4 or 400% speed (300% faster). You got the part of 25% required resources correct.

The sentence is not incomplete but the comma after "most" is not needed.
