They are not really limited. It's just that their inheritance got lost after war with Realm Of Gods and what we see right now are magi from a backwater region on surface world which is still much weaker than the underworld where the Rank 7 and 8 Magi gather. Even if it seems like rank 3 Magi is a decent force rn remember that they are are not even fit to be called cannon fodder in their verse as a Rank 4 Magus can easily wipe out entire armies of them.
