it's an educated guess, of how much those people should earn annually an average citizen, when the most basic bread and soup costs 2 coppers. And people can't live having a bread and soup 1 per day and live their life normally. their food expenditurealone is more than 10 gold yearly, and a person after a day's work, ususally earns more than a meal. It's usually 10 times that amount. so an average worker should atleast have 75 gold yearly, but normally it would be well above 100 gold yearly.
