This is the problem with giving your protagonist canon knowledge. The simplest and most obvious choice is to target Danzo and expose him. He already has the Sharingan, just that being exposed will threaten the bottom line of every Clan in the village. Add to it that the Uchiha were all accounted for during the Nine Tails "rebellion" and even that eventually could be put at his feet. But instead this dude is gonna have to jump through imaginary hoops to accomplish something so simple.

This is some smoothed brain gymnastics. Afraid of fighting him while he's weaker so he lets him get stronger just to still have to fight him.
