Roderick Theo Werner is trapped in his current world. He thought his town would be forever smooth after the arrival of the strange tortoise twenty-seven years ago. But in fact he was again trapped by the arrival of strange whales that made his city devastated. There was no longer any way for him to escape other than to fight back and find out where the weirdness came from, because his government had already announced that no one else would accept them.
