That night, Fumori Masaki busily penned a proposal in the camp, focusing solely on medical matters. While the camp's current medical treatment was adequate, he recognized the potential for improvement. His proposal aimed to implement a more unified approach to medical care and drug use to accelerate the recovery of the wounded.

Masaki's vision was to lay the groundwork for establishing a formal medical department in the future. He believed that this would enhance Konoha's ability to handle casualties and streamline medical care, which was crucial given the current war's severity.

As Masaki worked, Rimi observed from a distance. Understanding that his proposal would likely be presented to the higher-ups, she refrained from interrupting and instead prepared for bed.

The camp was largely quiet, with only a few ninjas remaining on guard duty. The silence underscored the exhaustion of the soldiers, who needed rest to maintain their combat effectiveness.

In another part of the camp, the Shinobi were strategizing for the next battle. They had decided to shift their focus from direct large-scale engagements to utilizing their strengths in infiltration and surprise attacks. This strategy aimed to minimize their casualties while achieving significant results.

Meanwhile, in the Kumo camp, the Raikage, Ai, was also reflecting on the situation. Severely injured from his battle with the Second Hokage, Tobirama, he was wrapped in bandages. Despite his injuries, Ai understood the necessity of adjusting their strategy to avoid further significant losses.

The Kumo ninjas, led by Ai, had suffered considerable casualties, and the decision was made to pivot from aggressive tactics to defensive measures supported by their samurai allies. Ai's injury was a stark reminder of the high cost of direct confrontation with Konoha's elite ninjas.

Ai's trusted deputy, future Third Raikage, was tasked with implementing the new orders and adjusting the camp's layout. Although some Kumo ninjas were disgruntled by the shift in tactics, Third Raikage remained focused on the long-term goal of minimizing further losses.

Golden Horn and Silver Horn, famed figures within Kumo Ninja Village, voiced their discontent with the change in strategy. Their legendary status and past achievements had earned them considerable influence, and they were dissatisfied with the First Raikage's decision to avoid further large-scale battles.

Third Raikage, however, remained pragmatic. He understood the necessity of conserving their strength and acknowledged the importance of adapting to the evolving situation. Despite his personal feelings, he recognized the value of Ai's strategic decision in the face of their heavy losses.

In another tent, Third Raikage's two disciples, Ei and Sora, discussed their recent experiences. He expressed frustration over his repeated defeats by a powerful Konoha ninja skilled in wind techniques. Sora, determined to overcome her own recent losses, was eager to face the Konoha ninja again and prove herself.

Third Raikage, hearing their concerns, was impressed by the strength of the Konoha ninja who had injured Ei. He decided that Sora should avoid confronting this formidable opponent to protect her from potential harm. Instead, he planned to assign her tasks that would keep her out of dangerous situations.

Third Raikage's strategic decisions, combined with his concern for his disciples, underscored the complex dynamics within the Kumo camp as they navigated the ongoing conflict. The shifting tactics and personal motivations of key figures on both sides reflected the broader struggle and the intricate balance of power and strategy in the war.

Note:

Before anyone ask. I think with konoha just started the academy for couple of years the other villages not really following yet. Even if it is, it certainly hasn't been held like Konoha, still disorganized. So the disciples they take still in the same family.
