"Yes, Anbu, you can keep some of the departments under the medical system and let Koharu manage the rest. This is my last concession."

Koharu is not a peaceful master. If her rights are cut off, it will take her a long time to get them back—if ever. Perhaps something unpleasant would happen.

And the Third Hokage doesn't want to see such a situation.

Tsunade frowned but said nothing, continuing to eat with her chopsticks.

The Third Hokage didn't press the matter, allowing the master and apprentice to eat quietly.

After finishing her meal and putting down her chopsticks with satisfaction, Tsunade stood up to leave. As she walked past the Third Hokage, she left him with a parting message.

"Give me a few days to think about it."

The Third Hokage nodded in agreement.

Tsunade didn't refuse outright, which meant the matter was still negotiable.

As long as Koharu remains stable, the high-level power of the village would remain concentrated. Even though the Hokage faction had divided into two camps, their overarching goals in major decisions aligned.

When Tsunade returned home and checked Kushina's homework, she went to her room and recorded the Third Hokage's proposal in a scroll.

"Send this scroll to the frontline camp and give it to Shigeru. I need his reply as soon as possible."

Ever since Shigeru became the strategist of her household, Tsunade had been too lazy to handle these political maneuvers. She knew Shigeru was far sharper than she was at identifying the crux of such issues.

"Yes, Tsunade-sama."

Katsuyu, summoned for the task, wrapped itself around the scroll and disappeared from the room.

That evening, as Shigeru practiced Sage Jutsu in Shikkotsu Forest, he received the scroll.

"Ha! The Third Hokage knows how to bargain."

Half of Anbu's authority in exchange for expanding Koharu's control over the medical system—it was a calculated move to pacify Koharu.

The old woman had been restless recently, openly and covertly hoping the Third Hokage would rein in Shimura Danzo, the troublemaker. Her desperation was apparent.

After holding power for decades, it was no wonder Koharu struggled with such a drastic change.

But as for splitting Anbu? Absolutely not.

Shigeru took out a blank scroll and began writing his response. Once done, he sent it back to Tsunade via a puppet messenger, along with his sharp assessment:

Take all of Anbu, or take none. Half is worthless.

Further, the pharmaceutical department within the medical system must remain under their control. That department held too much strategic value to give up.

The rest of the medical departments could be handed over to Koharu. Without the pharmaceutical division, however, they would always remain subordinate to it.

Let Koharu have the burden of managing medical training and administration. Shigeru knew she loved stirring up trouble—this would give her plenty to handle.

The Third Hokage's safety, Shigeru reasoned, was not significantly at risk. As Hokage, he could still issue orders to Anbu when necessary, even if he didn't have direct control. However, Anbu as a unit required full oversight. Holding only partial power over it would ultimately be useless.

Shigeru finalized his thoughts with a grin:

If the Third Hokage truly wanted to make deals, let him bleed.

By morning, the puppet crow had delivered the response to Tsunade. Along with Shigeru's message came an additional scroll containing specialized flying puppets for communication—crows and eagles.

Reading the scrolls, Tsunade smirked. The Third Hokage would have to pay dearly this time. Few would dare demand full control of Anbu, but as Tsunade's master, the Third Hokage might just agree.

Others in his circle, like Shimura Danzo, had only ever been permitted to mobilize Anbu, not control it.

Danzo's overreach had always been facilitated by Anbu's resources. Without them, his position weakened considerably.

Tsunade's control of Anbu would ensure that no members of Danzo's Root could masquerade as Anbu operatives. The distinction was critical to restore the unit's credibility.

Confident in Shigeru's plan, Tsunade delayed her response until the Third Hokage approached her once more.

Finally, she laid out her terms.

"In the medical system, except for the pharmaceutical department, you can manage the rest. But as for Anbu, I don't want half—I want all of it."

The Third Hokage's face lit up at first—releasing most of the medical system sounded like a win. But as Tsunade continued, his expression froze.

Tsunade's appetite was enormous.

Retaining the pharmaceutical department, plus taking full control of Anbu? That was no small demand.

Handing over half of Anbu's authority left room for retrieval if things went south. Giving up complete control, however, was another matter entirely.

For Tsunade, though, it was simple:

Complete authority over Anbu ensured loyalty and long-term stability. Otherwise, all efforts would merely serve the Third Hokage's interests.

Danzo's rise had proved this. Anbu's resources had paved the way for Danzo's influence and schemes. Without access to Anbu, he'd remain a lesser figure.
