In the past, he used to be a blacksmith before in the Capital, and then conscripted to be a foot soldier in the white dragon clan as a repairman. And back to the present, he knows the personality of those guys well and doesn't want to deal with them.

He draw the gardening tools he want on each paper in a three dimensional model, with a corresponding width,lenght and thickness. He made it to be detail and specific as much as possible.

Xiang Monji added that if ever he made a good contribution to the city, not only will he pardon him from his illegal business transgressions,he would give clemency to his son who leniently offended him as a City lord. Amd he would also give him the position of Head blacksmith which is responsible for managing, and keeping the blueprint classified.

After that Xiang Monji give him fifty taels of gold in advace for the service render.

Just in time, Durin knock the door, and introduce the people who will be in-charge for each department. Durin went in first, followed by the three guest inside his office.

The first to introduce was Kerun, His in-charge for General Construction. Durin can testify that he is worthy for this role.

He's been in construction industry for two decades. Most of the buildings he build is solid and can stand the calamity,his very keen to construction wetheir it may be building a house, road, and setting up roof and tiles.

Next that will be introduced by Durin is Mikaela. Mikaela is a village girl from Belain, she is currently twenty this year, and has no working experience related to law enforcement and academia.Morever Durin explain that she is a fast learner, despise corruption and upright. And she just need a teacher who could guide amd teach her.

Xiang Monji approved without questioning the cons or disadvantages. Either way he will look for a teacher for Mikaela who is well verse in goverment and judiciary system.

Durin and Mikaela were grateful and delighted towards Xiang Monji. As for Xiang Monji it doesn't matter if the justice system is filled or not, because he could find a reason to kill, if the perpetrator has comitted henious crimes.

And in truth the justice system only apply to the mortals, as for the cultivators Xiang Monji will decide the rules according to his judgement.

As for the Research system, it is currently vacant, Durin couldn't find anyone in the city who could meet the conditions.

For the Military System, soldier C was appointed to be the chief commando of the military. Xiang Monji asked Durin for soldier C to invite him a position in the city, since Xiang Monji trust soldier C and considered him as a valuable asset.

After the introduction and explanation, Xiang Monji give out some instructions and task to be done.
