If the Empire Bank were to receive certain information that would cause them to sell it, then the ESM would also get the information at the same time. So if that is the case, then where did he get the information from?

The carriage stopped, and immediately, he opened the door and got out of it, "Sir, let me send you in front of the building." 

"No need." Gesturing the coachman to return before running to the entrance of the Empire Bank and then being stopped by the guards in front of the gate, but as he pulled out his ESM ID, he was let in the building with no hesitation. 

"Escort me to Rudrer." He ordered.
