Leaving Raphael to rule Royal City was a bad idea. Regan knew that.
But he didn't have any choice.
He didn't want to leave and give a chance to take away Evelyn again. He could already see the consequences.

Two days passed and there was no movement which could make Regan feel that Arthur has finally made an appearance.
In the end, Regan felt impatient and announced in the whole city that William was to be executed three days later.
He was sure that Arthur would appear.
While waiting for Arthur, he spent his days with his wife.
