Raiden had already planned what he wanted to do. 

He had a motive all along which was to meet with the group who escaped the school just like him. 

And, coincidently, the Sheriff was also looking for the same group because it was very likely that his daughter was within that group. 

There was no way to find anyone in that city full of zombies. But, Raiden knew for a fact that he didn't need to go and search for anyone. He would automatically meet with that group as they would reach closer to the walls. 

As every single group in Tokyo was trying to get closer to the walls to get picked up by the rescue team and escape the hell which was in Tokyo. He knew that the group would also try and reach the walls as soon as possible. So if they were just as quick as the other group then they surely would encounter each other one day. 

With that in mind, Raiden was determined to find the one he was looking for since the start of the outbreak.
