While the others making preparations to come to visit the young Tsar, the Tsar himself meanwhile is looking at his new quest from the system.

After reading the quest he starts to remember some things he saw "People go by carts and carriages and getting city to city does seem long as well" he continues thinking then it hits him "railroad tracks and locomotives" he says to himself. He ops the system store and looks for locomotives. He sees some that the passenger cars are just carts, but he doesn't want those. He wants the nice-looking ones. The Victorian Era trains will do. He found the engine and car blueprint, but it costs 400 points altogether and the 50 for the railway blueprint.

He feels heavy when spending 450 out of his 500 points. He looks at the confirmation, but for some time before confirming. He sighs heavily as he now feels like a poor ghost. The blueprints show up in the system inventory. "guards!" he shouts out and two men opened the throne room door "yes your majesty" one answers

"get me my royal advisor and tell him to hurry please" they nod then leave. 7 minutes later, a middle-aged man rushes in and is panting. He greets Vlad while catching his breath. Vlad didn't waste time and handed him the three blueprints while explaining how they operated and the materials needed to build.

"These are to help with the transportation in Russia and hopefully reduce the time of traveling and moving goods and also can make some money for the government in the long run," the advisor looks over it and nods

"also send some prospecting teams to the Urals to find coal and also any minerals and ores, especially the coal it will be needed to power the locomotives,"

"also get me my ministers, the generals, and admiral. I will need to set up some new departments." The advisor leaves to go and carry out the tasks.

Vlad continues to wait while thinking in his head, 'I can't always depend on the system for everything, especially because I need points, but I can set up research departs and institutes to help with development'

Men and one woman came in, other from the military personal there is the treasurer, minister of education, agriculture, etc.

"I know you were busy, but some things need to be done and added. I've already given my advisor information about the railway and locomotive and in time you also will know about especially the construction department," he pauses and looking at the people standing in front of him then continues, "I want to establish two research institutes. One for the military to improve and invent new weapons and another to improve and help the lives of the people,"

"next will be the military. I want another 50,000 troops trained and also I want to set a reserve system of 200,000 men. It will consist of men getting military training one week every month and in this way will have 100,000 standing army and 200,000 in reserve in case we need more troops. In the future, it will expand, but for now, it's fine. We will need well-trained officers as well. Those in the current army that deserve it now can be promoted and be sent to the military academy to receive the relevant training and next to the navy. Currently, we have 15 ships in total. 14 32-gun frigates and one 50-gun ship of the line. The ship of the line will be the admiral ship and also I want one more with 6 more 32-gun frigates which will be 20 in total and 10 under each ship of the line,"

He stops to see if any are confused then starts again "now I'll finish up. Talk to the treasurer and formulate a report and how much these things will cost and how long they will take. The railway should be the longest and most expensive. If possible find investors who are willing to take part also when it comes to the railways and also inform them they won't gain anything right way and that it is a long-term project,"

Everyone nods then in unison, "Long Live The Tsar" then they start to leave
