Everyone in the room was waiting for Yagura purpose of the meeting , especially the five founding clans of the Village.

Hōzuki clan, Terumi clan, Yuhi clan, Kaguya clan and Ryūchi clan which were killed in previous timeline as they hold important position within Kirigakure.

"Recently, after seeing report from assigned spies, I began to learned methods the other village used in Academy to train shinobi." Yagura casually brought up the 'report' in his hand.

He continued:"This leads me to believed, our current system is flawed."

Everyone in room nod as its an open secret and maybe only ones who actively killed their own villagers.

But Yagura next lines surprised and horrified them.

"So I have decided to abolish the current practise and instead establish this new system."

Due to personality of Yagura, some were expecting to abolish killing as they hated the practise and few wish to undermine the Fourth Mizukage, accusing him to be too soft, lacking core feature of a Kage.

"In the upcoming months, I am planning to arrange an qualification test, for long awaited appointment of the new seven swordmen of the mist."
