One limitation on his power is he can't rebuild stuff from a previous specialty unless he's already built it before and has the blueprints to follow.

When tinkering he can't modify his tech until after he built it, mostly because every time he's doing the actual building he drops into a tinker fugue. For example, if he were building power armor and wanted to incorporate tech from a previous specialty he'd need to build it first, and then when he comes out of the fugue he can make the adjustments.
