World ALTer - Flag Bearer

In 2049 the earth are suddenly had invaded by other worlder beings who claim they could granted a wish to whoever they deemed worthy. At first they granted power, bringing their signature as a flag to claimed a region for their sacred places. Because of that it leads to certain problem where school, hospital, police stations, and many public place where in chaos as a Flag Bearer who claim it as their holy places refuse anyone who wanted to acces to those public places. The very next day, the goverment announce that a Flag Bearer should be in costudy and be protected as an important asset, and if they refuse they will use violence if deemed necessary. Could Amagi Mataru protect his little sister who turn out as a Flag Bearer?
