28 A good tyrant is still a tyrant

"Nah, it's more of a general doubt. I just got a title that on a technicality, can be used at the same time I use another newly gained title. I wanted to know if..."

Emperor Ming sat in his bathtub. The spiritual herbs were untouched, but the water was already cold. He just starred at the remains of his tall walls through the balcony window while tracing the pentagram on his chest.

He'd tried cutting off the thing against the best advices of his man, but it just grew back. Everytime. With no change whatsoever.

His muscles contracted and he gritted his teeth at the memory of those cold and penetrating eyes while she carved the seal on his very soul.

He'd looked at his soul's state. The seal was infinitely more intricate there. It made him look like a string puppet completely encased in lines that controlled every corner of his very being.

Even than, he never even entered her eyes.

As the last target of the crusade against the five domains, he had had time to prepare and to fortify his capital, preparing to throw every expert they had to kill the terror that approached.

And it did not even dodge their attacks or stopped in front of their defenses.

"Your grace, it is time." His wife called for him. He grunted and got up while the servants dried and dresses him.

He didn't really care to see the transmission in the throne room, but his advisors insisted he should maintain a semblance of dignity, and he felt he deserved at least that much.

There, he waited for some kind of artifact or energy wave while sat in his throne. Instead, a nitid image appeared in his consciousness and he saw her again.

Instead of doning a helmet-less armor and with black wings, she looked like any beautiful younger lady while wearing a white robe with red-golden embroidery.

"To all of those that hear me, it is my pleasure to announce that I am the new sovereign ruler of this realm. While there are some focuses of resistance by some nobles and minor sects, I assure those that remain withing their grasp, me and my subordinates will do our utmost to bring peace and unity, so please remain calm and follow with your daily activities, no attacks from my part will be made. Whenever inside a commonmer's dwelling, none shaw be killed, even when resisting, one show only be temporarily detained. As for those suffering injustices and torment in the hands of those still outside my justice, I urge you to imediatly ask for the system's assistance, and no harm of any kind will come to you even under the attack of a Dao emperor, you have my word. A implore you to use it now." As her angelical voice said so, the Ming emperor could see some noble servants present and even some of his concubines completely stopping, not even their chests moved. He was not shocked anymore, but many others were. One noble even tried killing their servants, but almost all of them had asked for help and none were harmed thanks to their positioning.

The emperor felt himself move to stop the man, but he already intended to do.

"Shackle him."

"For those that attacked those under my protection, I must say, you are stupid, not courageous." Aki said and snapped her fingers. The noble completely stopped all movement as well. "To all those that were attacked, I'm sorry for the possibly frightening experience, but your perpetrators will be judged in a fair tribunal and sentenced to a fate befitting of their crimes past and present. Thank you for your cooperation." Then something unexpected happened. Aki deeply bowed.

There was no other way to see it, the woman who was currently speaking to the whole realm bowed before simple peasants, slaves and servants even though she alone conquered and enslaved all the powers of the world.

All cultivators, all over the continent, were baffled, even if just for a moment.

"Now, for the more government related matters. As of now, there will be a mass restructuring of the law over any country and any sect, which will be talked further by public servants of the respective governmental bodies already present. Not all jobs will require full time commitment, but neither will those present future prospects. In other, more broad news, I'd like to explain that starting today, only the state is allowed to posses slaves. Any other form of slavery will be considered illegal and incur at the very least a hefty fine. Of course, there will be a period of adjustment where the slaves will be handed over, so the owners of previous slaves will not be punished for no reason. Of course, those committing unspeakable acts on another citizen will be punished with confiscation of all their posesions and turned into criminal slaves. By the way, starting from today onwards, only criminal slaves with horrendous crimes will not be considered citizens anymore. Please keep all of what I've said in mind while we walk towards peace, health, and growth together. From now on, the transmission will shift towards those citizens who posses a cultivation base, as they posses more personal power, for them it is also necessary to follow more rules. Only some of the slaves present seemed to react since the palace was such a special place, it was quite hard to get in without some status.

Those will go to the government and shall be distributed in a meritocratic system for those with enough merit points. More information on said system can be obtained by talking to government agents and sect personnel on related sects. On a more broad point of view, only lawful sects will be allowed to exist after some re-orientation on how to actually cultivate. The neutral ones can still be considered lawful, but will still need to have some changes to their curriculum. Let's be serious here, cultivation without participating in society equals doing every single job necessary for the resources and crafting, plus cultivating. That's not possible for actual people, neither is it efficient, so I will institute industrial plants and create a better circulation of goods, info and money. On a brighter note for everyone, I actually have solved the spirit dissipation in this plane and instead it will start growing with more and more energy all over. Think that's about it on my speech, so for closing up I'd like to announce that punishments that would incur in death will be shifted to temporary or permanent slavery, ranging from some years, your natural lifespan plus some more after you are turned into undead, no rest for the wicked, and even complete soul wipe followed by conscription to my personal army. All karmic ties severed, you will be led into becoming a goody two shoes with the life of a righteous soldier, become a genius with virtually unlimited resources and tasked with the deadliest missions ever." At that Aki smiled a devilish drink that left all that saw it sweating cold. "And you will looooove it~." She said with a sickly sweet voice while throwing her arms in the air. The translation was cut but no cultivators darred to move.

The reaction to this relatively long speech was very diverse. Plenty actually hurried to check these new laws and regulations. Some prepared their defenses. Some even tried to throw themselves up in dimensional cracks or broke a Jade slip, turning into rays of light shooting to the skies.

All in the last category either met an expressionless angel or a grinning devil before being taken for interrogation.

"Profound experts my now holy ass. I'm not even a good politician yet people fall for what I say the moment I say it. Tsk tsk. Even Wall man and Nuke boy would be able to govern this place." Said Aki with a smug face while stepping on one of the escapees' ass.

"That's because these people are more focused on face and their geniuses spend millenia trying to gather power. Earthlings have much less time to waste." Said Alice while proding the guy with his face in the dirt with a stick. "You sure you want to do that though, he is..." She didn't finish the sentence, but Aki knew what she ment. This guy was special.

"Of course. His fate won't save him from me because I don't intend to kill him. He will win too much by sticking around for him to get a chance to run away." Aki said and grinned. "By the way boy, *would you prefer death snu snu or resistance training?*" Aki asked. The young man started to trash around after hearing that. Aki took out a high heel and stopped it' s tip in one of his balls. "*You want to find out if monkey steals peach can also be done with a person's feet? No? Didn't think so. Don't try to run again.*" The young man completely froze, turned his face around a bit and nodded. "American? Chinese? Korean? Cantonese?" Aki spoke in the local language again.

"American." The reincarnator answered.

"Great, at least I don't need to cull some irritating habits. Come, we'll get you some pizza and coke. Can the loli also get out of the pendant?" The man with tears in his eyes shook his head. "I see, you can eat to your heart's content while I talk to her." Said Aki with a nod before teleporting them to the base besides the portal, summoning a table filled with the most oily and calloric food plus a red haired clown in an orange jumpsuit, and entering the simple pendant with a carved jade in the man's neck.

Aki felt the woman before he actually saw her. The pressure was enormous. So big that Aki already grew four more eyes that were completely filled with a clear, colorless energy. He now had two pairs of metallic wings, each feather a blade shining with pure cutting intent. The unsettling growl in his throat scrambled his words a bit, but Aki still made the words he wanted to say with magic.

" I DIdn't CrOme to fight." He said with some difficulty, but got the hang of it as he dominated the energy around him. "But I really want to know how a celestial level cultivator tastes. Your flesh, blood, marrow, screams, tears, dispear, hope, I want It all." As Aki went on he became more and more beastial.

Goat legs, feline paws, alligator snout, and many other internal changes that could only be detected by the strange movements beneath his skin, now metallic and full of runes.

"What are you?" The floating beauty pressing down on Aki lost her concentration for a bit out of surprise, but before she could get it back, Aki started approaching physically as he gained ground in their mental tug of war.

"A monster that loves eating monsters." Aki answered in another growl filled with pressuring energies.

"I give up. I will not be able to win in the amount of time I can maintain my power." The sealed master sighed and started floating towards the ground. Her long golden hair stopped being affected by the unseen breeze and kept itself straight while she looked with her deep sapphire eyes in Aki's direction before closing them in resolution. "Do what you will with me."

To this, Aki's energy exploded and he roared with such intensity that the realm they stood in trembled, before he launched himself at the woman to attack.

The blond stood there and waited to be maimed or enslaved. She could feel no killing intent anymore, but this would certainly hurt.

When the pain came, It was excruciating and shocked her mainly because she was prepared.

"If you're going to lead a man on, then you should have a former resolution. Sit with me." Aki said with some frustration in his voice, already back to normal, before summoning a table and chairs and waiting for the woman to join him.

"WHAT WAS THAT?!?" Asked the indignant woman with tears in her eyes and a completely red face.

"A double titty twister. What, you have some secret fetish about being enslaved and expected me to become your master? Even if I'm in a situation where I have a raging boner, that doesn't mean I will stop thinking. I came to talk, so we shaw talk. That doesn't make you less of a bitch." He explained while looking pissed as well.

The woman just got her face on her knees and screamed in frustration. "Tea, alcohol, juice or coffee?" Aki asked before drinking some cold orange juice.
