A chaos world where true justice is born

A world where justice no longer exists, as the wind blows the dried leaves towards a shadowey unidentified person who's holding the cut-off heads of the criminals, the next scene we are brought towards the protagonist who goes by the name Akito an 18 year old who is currently a college student lives alone on an apartment, as the TV is turned on since last night. We are bought back to the news about the brutal killing of 5 criminals killed by an unidentified person as the news progress towards about a reaper , Akito turns off the TV with a scary Smile stating "Justice", and he is off to attain his classes.
