The Galactic Imperium fleets that were sent out to conquer the surrounding systems were successful because the colonies either had a weak defensive force or the Imperium Army soon overran their forces.

Reinforcements were sent to several worlds to assist them, but the effort was in vain because the reinforcements were captured. This was accomplished using a device created by the science team after examining the enemy's ships and what they were built of, and then utilizing that information to create a space EMP that could disable whole fleets if employed correctly, however it would be difficult if the fleet was huge in number.

Xavier had the fleets captured since he didn't sure whether they were part of a larger interstellar species and didn't want to just kill them because making first contact may have diplomatic repercussions if they belonged to another Race.

He knew some of the planets belonged to a larger Galactic Race because when they were attacked, they would send out a distress signal, and a fleet would arrive within a few hours to reclaim the planet. After several conflicts, Xavier discovered a Galactic Faction called the Human Systems Alliance and had the signal translated so he could comprehend what they were saying.

He had let a few ships flee during one of the conflicts while sending a drone to attach onto the ship and follow it wherever it went so he could better understand the Systems Alliance and know their whereabouts.

The Terminus Systems have been effectively brought under the Imperiums Rule after roughly 6 months of battle. The entire number of colonies amounted to 27 planets, each of which was home to a different race. The Batarian was one of the most frequent races, and they proved to be a troublesome race since they were usually in gangs around the Terminus Systems, causing difficulties, but after the Imperium seized control, most of the gangs have been captured and arrested.

Omega, the largest station in the Terminus Systems, was captured from a large number of mercenaries groups who fought hard for the station during the initial assault. For thousands of years, Omega has been a shelter for criminals, terrorists, and miscreants. The station has sat dormant and abandoned for millennia at times, only to be resurrected by a new set of outlaws looking for a new beginning. The exquisite architecture of the space station has given way to unplanned growth by squabbling groups of all species. On Omega, there is no central government or unifying authority, and no one can remember when there was. However, now that the Imperium has authority, Xavier intends to make significant alterations to the Station's architecture and impose government order.

When the fleeing Migrant Fleet fled the Perseus Veil 300 years ago, they stripped this space station of its valuable technology, naming it Haratar. By 2050 CE, the station had devolved into little more than a chilly metal superstructure drifting in the emptiness. A Geth armada was stationed near the station when it was found by Xavier, shielding it from others, but the Geth fleet was rapidly destroyed, and the station was seized once the Geth defenses were destroyed.

Rannoch, the Quarian Homeworld, is a mostly arid world with a minor bit of ocean. The geth, synthetic servants who attained sapience and revolted against their creators, drove the quarians out of Rannoch about 300 years ago. Despite the fact that Rannoch is now mainly abandoned, the geth have served as stewards, repairing the planet's environment, restoring historic buildings, and cultivating some agriculture. The research team dispatched to investigate the planet after the Imperium seized it discovered a means to restore Rannoch to its prior state, if not improve it.

Xavier reprogrammed the Geth to only obey his commands after conquering the Terminus Systems, and he will be the new leader of the Geth. Hundreds of millions of Geth all throughout Rannoch had gotten the software once Xavier modified their programming, and they all began to change.

The Vorcha of Heshtok is a primitive race that lives among the galaxy's darker and more hazardous areas, such as Omega. Due to their violent temperament and adaptability to many situations, the krogan Blood Pack trains many vorcha as mercenaries. They are regarded as pests and scavengers by the rest of galactic civilization, and their existence is widely seen as a blight.

The three Asari, Turians, and Salarian counselors were listening to the Human ambassador tell them about a formidable fleet attacking their worlds in the Terminus systems and destroying a Systems Alliance Fleet.

"We warned the Humans about expanding into the Terminus systems since it isn't under Council authority and has numerous Gangs and Pirates who would raid worlds and ships, so I'm afraid the Council won't be able to assist the Systems Alliance," the Asari Counselor said.

"I believe we should still send a fleet to investigate," the Turian Counselor replied, "because if there is a formidable fleet in the Terminus Systems, it may be a new race, and if first contact with the new race has been hostile, we should meet with them properly."

"Though it will have to be without attracting the attention of the Minor races of the Terminus Systems, since sending a Fleet might have severe repercussions for the Council, therefore we should send an Envoy escorted by several smaller ships," the Salarian counselor explained.

"If it's a new race, we should try to establish contact since there was a hostile first encounter," the Asari Counselor said. "Let's send a council envoy to the human colony and try to make contact with the fleet."

The council decided to send an ambassador after more consideration. However, just as the counselor was ready to conclude the discussion, a Turian Spectre rushed into the council room.

"Counselors, I have something you must see," the Turian stated as he showed them a video.

Xavier, who was making a speech to the inhabitants of the Terminus systems, was the person on the video.

"Attention Terminus Systems races!" Many of you may not know who I am, so let me introduce myself: I am Emperor Xavier of the Galactic Imperium, and I am your new ruler, as the Imperium now controls all colonies. Many of you may be afraid because you have never heard of such an Empire, but fear not, I am not here to harm you. I only want to put an end to the atrocities that plagued the Terminus Systems, such as slavery, piracy, and other illegal activities, and now that I control all of the Terminus Systems, those activities are all banned, and anyone caught doing any of them will be punished. Also, individuals who were freed from slavery or who are unemployed should go to their local government facility to register for a job that pays or enroll in the military, which has many perks." Xavier continued speaking for a few more minutes before ending the broadcast.

"This was transmitted from the Terminus Systems hours ago and was provided to me by my Terminus Systems contact," the Turian Spectre said.

The counselors began debating amongst themselves, and in the end, they decided to send an envoy to the Emperor right away to deal with the situation.
