7 Chapter 14-15
Izuku, Naomi and Luna arrived at the gates of U.A. at that time they were the top 3 and because of that it was already predetermined that they would be placed in the same class.
Due to the wide disparity between the Quirkless and the rest, all of Japan's hero courses accepted twice as many students as they normally would, and took a second test without the Quirkless to make it all "fair."
