After all, Rorschach couldn't believe that Tony Stark's Mark I armor would be tougher than the Golden Spear Warrior's.
As for the two items? They were pretty solid too.
Originally influenced by the movie, Rorschach thought the Tablet of Ahkmenrah could only resurrect objects at night. But now that he was its owner, he realized it had no such restriction.
It just required more energy to resurrect things during the day.
Since the tablet's power came from the Moon God, Khonshu, it wasn't completely powerless during the day—it was just significantly weaker.
As for the Kämpfer Bracelet, it granted decent combat strength, easily enough to take on Captain America.
