Amagasaki in the Hyogo Prefecture of Japan, was right next door to Osaka. The South Korean gang Chilseong-pa was one of the three biggest criminal organizations in South Korea. The Chilseong-pa family or more commonly known as the Seven Star Mob. Their main business back in Busan was mainly focused on blackmail and extortion. But the increase of security in the country only led to the fall of the Seven Star Mob who needed funds to maintain their organization.

And their previous boss Lee Kang-hwan had died in prison by assassination. Although, the culprit was never found. With the family in shambles, the remaining members had decided to merge with other gangs in Seoul, like the PJ-pa and Beolgyo-pa. 

They needed the strength because of the looming threat of the Chilsung-pa's rival gang, the 20th Century-pa gang.

With the police crackdowns, and their lack of leadership, the Chilsung-pa looked toward Lee's little brother, Dal Kang Hwan.
