CHARACTERS INTRODUCTION (unnecessary to the story understanding, you can skip to chap 1 ->)

Niris

Niris is an angel in his twenties who takes the place of Jangta of Meripaea for the enthronement ceremony of Prince Seiran of Ornikarn. Of average height, with green eyes and skin as white as his jet-black hair, he has a very distinguished appearance that reveals his membership of intergalactic high society. The delicate features of his face make him a very handsome angel despite his normal or even below average proportions. He resides in Egea and was sent on an undercover mission by his father to the enthro kknement ceremony of Prince Seiran.

Niris is gifted with a very precious gift, the gift of life, which allows him to infuse vital energy into any living organism. This gift is very rare among angels and is the cause of many abductions.

His mission is to uncover the organisers of the black market in angel trade within the palace.

A-ran

A mysterious demon that Niris meets while walking in a palace garden, he lives in the palace of Yerpena on Ornikarn and claims to be close to one of the members of the imperial family. Athletic in appearance, his tall stature and softly tinted skin make him stand out in every way. His golden eyes and wheat-blonde hair give him a radiant aura that attracts people like syrup attracts wasps.

He shows a marked curiosity for angels, who are the natural enemies of demons for reasons that can be traced back to the history of both peoples over the millennia. He is the owner of the garden that Niris discovers on the first day of his stay.

Inja

Inja is the angel in charge of Niris' bodyguard. Guests are allowed to be accompanied by a guard on condition that they do not enter the reception rooms, and the common rooms and do not take part in the festivities in general. It is considered offensive to have one's guard by one's side during these events as it signifies the guest's lack of trust in the host.

She assists Niris in his mission while protecting him from any kidnapping attempts.

Ascarm of Selanpus

Ascarm is a Selanpis, a hybrid species that has kept its aquatic characteristics but now lives mainly on land. Selanpis are characterised by their smooth green skin, large iridescent membrane ears, and bulging eyes, the last signs of their underwater life.

Ascarm meets Niris by chance, bumping into him in a corridor. He shares the same ambitions as Prince Jangta during the ceremony, which allows Niris to become fast friends with him.

Kinni

Ascarm's Boxerus. Follows him around like a dog. Boxerus are hybrid species with a lizard body and a dog head. Much appreciated for their good nature and cute expressions, they are the darling of many conscious species who enjoy their company.

The pegasuses Meica and Azur

Azur is a childhood friend of Niris. They are always together and have been following each other around since they were children. Meica accompanies Inja on her missions.

Pegasuses are endangered beings in the intergalaxy and few species are aware of the specificities of these creatures. Often mistaken for mere hair, they are much larger and more robust in appearance. Their muscular bodies are adapted to combat and endurance. Their feathery wings disappear from view when closed over their bodies, their skin is scaly and their hooves are extremely strong.

They are a conscious species that understand language although they do not speak. They communicate through waves of emotion or mental communication channels that only angels can decipher. They live in herds most of the time or alone depending on the character and rarely make friends. When they do, it is a lifelong friendship for which they do not hesitate to sacrifice themselves, which explains why they have very few throughout their lives. Friendship thus often comes before the relationship with the partner.

This specificity of the pegasuses is what caused their near extinction. Having become distrustful of other conscious species, angels are the only ones with whom they still share their existence and with whom they still create friendships.

Pegasuses are from the dragon family. They are the closest conscious species genetically to these very rare mythical creatures in the intergalaxy. They have therefore inherited many characteristics such as a lifespan of up to 10,000 years or more for dragons and around 3,000 years for pegasus. They can also go into a state of hibernation for a long period of time, which allows them to preserve their bodies for long periods. During this time, which can be up to 7000 years, their bodies do not age, and only their vital organs function. They wake up according to a trigger chosen before they enter hibernation, but there is a risk that this will fail and they will never wake up.

Seiran Mesh'Azme Ralaar

Crown Prince of the demon empire, he lives in the palace of Yerpena on the planet Ornikarn with his family. His popularity is intergalactic and his beauty and intelligence are revered, making him one of the most sought-after single men in the intergalaxy.

The Emperor has organised a grand ceremony for his enthronement which will also find him a marriage partner.

Yousmaïl Namar: Princess heir to the throne of Amadeus, favourite candidate for the marriage of Prince Seiran. Vampires are sensible to the sun's rays and don't bleed. They have a combat mode called fury mode, which is activated by the vampire's bloodlust, channeled, and maintained by a constant supply of blood. The more blood the person has in their diet, the higher their fury mode will be. 

The fury mode is an activation of the transformation of the vampires into "primitive hunter" mode. This mode is very dangerous because it makes them lose their consciousness which is swallowed up by their thirst for blood. They become dangerous for all conscious species which they can attack without restraint since they no longer control themselves whereas the consumption of the blood of conscious species is forbidden by intergalactic law.

Aroslan Naeg A'Sahel : Emperor of Egea. 

Eviris of Yagar: Captain of Seiran's bodyguard and best friend. They grew up together and Eviris was raised from a young age to be the prince's guard. 

Lefferina Divaïne: late mother of Niris and wife of Emperor Aroslan. Niris was four years old when she died on a diplomatic mission. 

Hijvrik Mesh'Azme: father of Seiran and previous emperor of Ornikarn. He died at the age of 47 of mysterious causes, officially of a heart attack. 

Narjvrik Mesh'Azme: Seiran's uncle, brother of the late Emperor. He replaces him on the throne until Seiran's third birthday when he must bequeath the throne to him.

Meolhe Versid: Seiran's mother and regent until his enthronement. 

Holmyr: Has served Seiran's mother since Seiran was a child. A member of the sangrin species, an extremely rare species that cannot hybridise with others. Sangrins have special characteristics that make them particularly attractive for trading in living beings. They have no natural energy channels and cannot be detected by them. They have supersonic speed and the ability to teleport to a number of locations, depending on the individual's level of mastery of the skill. For Holmyr, it's three. On average, one or two different locations are determined during the teleportation learning phase. 

Sangrin are a discreet species, with very little presence on the intergalactic geopolitical scene. They live mainly on their mother planet, Komalt, but some members are scattered throughout the intergalaxy. There are less than five hundred individuals of this species.

Jibaru: Head of the palace administration, he is one of the emperor's closest confidants. He is a multi-user of natural energy and an expert in its manipulation. His energy connection is currently the highest in the empire, even surpassing that of the emperor. He is a scholar, but specialises in the knowledge of natural energy rather than its use. 

Despite his young age, he is considered one of the greatest scientists in his field. The emperor made him the first imperial adviser on the use and manipulation of natural energy. As such, he is responsible for the kingdom's policy on the use and teaching of natural energy.

Irene of Mezara: Mirthian angel from the time of the division of the Mirthian and Tirithian angels. The last queen of the Palmite dynasty, she was the cause of the demise of the Mirthians and the Dragoons. Her tragic story earned her the title of "cursed queen". 

Lycanthe d'Ensra: the last known dragoniere from the Age of Angels. She was executed on the orders of Queen Irene for treason. She had a supra-energetic link with the dragon Rayel, which she maintained until her death. 

Rayel: the last dragon to have a supra-energetic link with a known angel. He disappeared without a trace after Lycanthe's death. 

Mahi d'Ensra: daughter of Lycanthe d'Ensra and Nélisar de Mézara. 

Nélisar de Mézara: Irène de Mézara's brother and Lycanthe's partner. He disappears with his daughter shortly before Lycanthe's arrest.

Jabiru: Jibaru's twin. They share the same appearance with their hair divided into white and black from the middle of their head but on opposite sides. He's a traveler angel. Traveler angels are spies and angels specialised in infiltration. They are extremely powerful and considered equal to the Emperor as they represent the egean state wherever they go in the name of the emperor. They aren't bound to any will and act accordingly to their own will, independently of any political decision. They are nominated by the imperial parliament with the emperor's agreement. 

Tomil: A transform demon under Jabiru's orders. He took the form of a demon loyal to Zorkiel. He grew up on Egea and worked with Jabiru ever since he was young. 

Zorkiel of Mannère: no info about him apart from the fact that he fought against Lou when the both of them were alive.

The universe

The intergalaxy is composed of three galaxies: Asome, Kirilia, and Massane. Each galaxy is made up of a multitude of planets all inhabited by different conscious species. The species cohabit with each other, but most have a 'home planet' governed by members of their species.

All kinds of political regimes coexist in the intergalaxy. For example, Egea, the planet of the angels, is governed by a democratic empire. The emperor is elected and the administration is recruited by competition. A parliament and an independent judiciary are the counterweights to this strong executive. In contrast, the demons are structured as a classical, hereditary, and undemocratic empire.

All sorts of species inhabit the intergalaxy: angels, demons, elves, dwarves, mages, Selanpis, pegasi, dragons, and others. There is no official hierarchy between the species, but old wisdom maintains an implicit order of superiority that intergalactic institutions try to combat.

The intergalaxy is structured into four co-dependent and interacting institutions: the council, the intergalactic court, the intergalactic assembly, and the intergalactic police. Intergalactic laws take precedence over planetary laws and all governments are bound to respect the intergalactic order even if some regularly try to oppose it.

Natural energy: it is present in all conscious and non-conscious beings in the intergalaxy but not all can use it. Only 12% of the conscious population can use their natural energy at different levels. 

Natural energy flows through different channels called energy channels which double the network of blood vessels. For the individual to use his natural energy, their central channel must be connected to their neural network. This is called the energy connection. If it isn't, it can never use its natural energy. It can be connected at different levels, and in this case, the individual can work on its use to improve its degree of connection, knowing that the better connected the channel is, the easier it will be to use it. Conversely, the less connected the channel is, the more difficult it will be for him to use his natural energy. 

It can be used and expressed in different ways. Some have innate and overdeveloped access to one aspect of its use: the cases of gift possessors. The gift of life possessed by Niris or the gift of sensitivity possessed by the Yagar clan are examples of this. In the absence of a gift, natural energy can be used in three ways: supportive, mechanical, or creative. 

- Supportive use consists of infusing it into something already existing to improve it, consolidate it, clean it... It is mainly used in certain professions or in daily life. 

- Mechanical use consists of using natural energy to operate a device or a machine. This use can be made by a member of a conscious species but also by means of non-conscious species which are "reservoirs" of natural energy due to their great capacity to store or create this energy. 

- Finally, creative use allows the creation of objects or sometimes simulations of living beings by insufflating natural energy outside the body. The natural energy thus takes shape to create an object that has the same consistency and material capacities as an object made with raw materials. This use is the rarest of the three and affects less than 8% of the conscious population. 

The majority of natural energy users fall into the first two categories: supportive and mechanical use. In principle, a conscious being can only use one form of natural energy, but some specimens can use two or even three, although this is the exception. Those with gifts can usually use at least one form of manipulation in addition to the exercise of their gift. 

All three types of use can be used in combat, but this has been forbidden by the intergalactic treaty of the non-use of natural energy for anything other than peaceful and non-offensive purposes of which all members of the intergalactic organisation are members. Thus, only those who are authorised by the intergalactic council are allowed to use natural energy in combat. The habilitations are voted on every two years. 

A conscious being can live without his natural energy but he is greatly weakened. If their energy network dies or is permanently cut off, they usually lose some of their physical skills such as one of the five senses or even motor skills. 

Natural energy exists in parallel with technology. There is no obligation at this level, some populations will prefer to use technology like the Aesethians, others will use natural energy mainly like the demons, and others will use natural energy to make technology work like the angels (they are the only ones to do so for the moment because this process is very difficult to master). 

Natural energy gives its user a more or less powerful aura depending on the degree of connection of the energy channel to the neural network. This aura is tinted according to the intention of its possessor. If the user has bad intentions, then it will take on a negative aura tint which will indicate to those capable of detecting aura tints. 

All users are likely to detect a negative aura but they have to train for it, and this ability is very residual and not at all innate. It does not develop over great distances or over small amounts of aura. Only those with the gift of sensitivity and some very exceptional special cases are really able to detect the negativity of even a camouflaged aura. People who can perceive an aura are called "sensitives". 

The aura can be disguised with training, but it can never escape a 'sensitive'.

The ascending dragon ceremony: a ceremony performed by all angels at the age of eight which establishes the angel's spiritual connection with the dragons. If the angel performing it is a gifted possessor, it's often very beautiful and impressive. 

The hereditary empire of Ornikarn: The empire of Ornikarn is hereditary. The family currently in power has been the Mesh'Azme family for three centuries now. Seiran's father died before his son was twenty-three, so his uncle took the throne in the meantime. 

The accession to the title of Crown Prince is automatic at the age of twenty-three of the emperor's first son. In this case, he does not take the title of the emperor until the death of the emperor. If the emperor dies earlier, the crown prince assumes the office of the emperor at the age of twenty-three and automatically becomes emperor at the age of twenty-five. The brother closest in age to the emperor acts as interim emperor until the heir turns twenty-three. In the texts, he performs only minimal functions and shares power with the imperial council and the mother of the heir. In practice, power is often monopolised by one of the three parties and is not shared at all. This system was put in place to avoid political conspiracies and evictions from the throne against the heir. Only men can access the throne even though the intergalactic organisation has asked the empire repetitively to make this change and open the power to women as well. 

An heir line cannot be changed without the approval of the imperial council, which brings together the greatest families of dignitaries in Ornikarn. 

The emperor has full powers. He sits with the advice of the imperial council, which provides him with its expertise, but has no decision-making power as such. The emperor has a very efficient administration which allows him to centralise all decisions and to have access to information from all corners of the planet very quickly. He has prefects in all the provinces who are directly under his orders and whom he can dispose of at any time. 

Justice is provided by the judges he appoints. Schools have been set up to allow access to the functions of judges and prefects to any candidate, but in fact, only the nobles really have access to these functions. Moreover, the emperor can appoint anyone even if that person has not attended these schools. 

The emperor is the head of the army. He has absolute military power and is the only one who can order the action of the army. Ornikarn is a member of the intergalactic organisation and is therefore party to many treaties governing the use of weapons and armed conflict. However, the doctrine holds that the emperor alone has the final say in these matters, regardless of the intergalactic agreements binding Ornikarn. 

The Democratic Empire of Egea:

The emperor or empress is elected and has only outward power of representation. He has no power over the internal politics of the country, he is neither head of state nor the head of government. However, he plays an important role within the intergalaxy, since his election is based on his vision of Egea's involvement in the international organisation, the positions to be taken, the reforms to be carried out, etc. On foreign policy issues, the emperor is free to act, subject to a motion of censure from the imperial parliament if the latter considers that the emperor is straying too far from his electoral promises or that he is not respecting the "general directives" adopted by the population just after his election and which he must respect in his actions. 

The internal politics of Egea are decided jointly by the imperial parliament (drawn at random) and the cantonal parliaments (drawn at random), which decide on exclusive and shared competencies according to the subjects, and on the different directions to take. The angels are directly invited to vote on decisions by referendum in the vast majority of cases, and if a measure is rejected, it cannot be implemented. The parliamentarians are supported by a strong administration that gives them information on all the matters they have to work on. They have a six-month training to teach them how the democratic system works so they can use it to the fullest and be aware of its weaknesses and strengths. The members of the imperial parliament are renewed every two years and the members of the cantonal parliaments every six months. Only the criminals charged with serious criminal offenses are excluded from the draw. 

The imperial government and the cantonal governments (made up of the heads of the winning parties in the parliamentary elections) have the sole function of executing the decisions of the parliaments. They have no decision-making powers, but merely provide advice and expertise to the population and other institutions. They have some measures of opposition and counter-power such as the "suspicion of abuse of power" which allows the angelic people to decide by referendum the dissolution of the suspected parliament in question. These mechanisms allow for a distribution of powers within the institutions which forces a dialogue between them for the best possible implementation of decisions. 

Members of the elected emperor's family can be granted special status if the population and parliaments invest them with this status, with the need for a positive opinion from the governments. This is a long and complex process, which prevents the monopolisation of power by relatives of the emperor or empress. However, these positions can be assigned to a member without the member having to apply for them directly. For example, Niris was elected "Crown Prince" at the age of twenty, an honorary title without any political power, so that he could assist his father in his representative duties. The family member then becomes a representative of the state in the same way as the emperor and is subject to the same institutional controls and requirements. He is accountable for his actions twice every two years before the imperial parliament in the forecasting speech, in which he presents his action plan and political ideas, and then in the report card, in which he assesses his actions in relation to his forecasting speech two years later. The two exercises are carried out with a month's delay so that the continuation of the representative of the state can be submitted for national approval. 

The Imperial Council is the guarantor of the separation of powers. It supervises that the emperor, other elected representatives, and the imperial and cantonal parliaments and governments respect the limits of their functions and powers. It expresses itself by judicial decisions on matters which it has taken up itself or which are brought before it, by opinions or by annual reports. It is composed of thirty members renewed by thirds every three years, appointed for nine years, alternately by the imperial parliament, the imperial government, and by referendum by the population.

*Legislative process

Parliaments take decisions in the areas for which they are responsible. Practical and technical matters are always dealt with at the most appropriate level, which is usually decentralised. For the rest, a general framework is adopted by the imperial parliament, or the imperial parliament itself takes up subjects of national importance after consultation with the decentralised parliaments, or it is seized directly by a group of at least seven decentralised parliaments on a specific subject.

In all cases, the parliaments discuss and then adopt proposals which they put to a vote of the population concerned: national if imperial parliament, regional if regional, local if cantonal etc. The decision is then automatically endorsed if it receives the consent of the population, and is then implemented by the government concerned.

Popular consultation does not take the form of a closed question. People can comment on the law and give different opinions: favourable, unfavourable, favourable if, unfavourable if, and give as many details as they wish. They have between three and twelve days to give their feedback, depending on the scope of the text. The more technical the decision, the quicker it is adopted.

The proposal may be re-read up to five times in parliament and proposed twice as it stands to the people. A public session is held during the consultation process for its adoption or rejection, with access via the MIE, which enables anyone not physically present to take part in the meeting remotely. Citizens do not have to justify their attendance at a public meeting. If they are present at the time the meeting is held in the territory of the constituency holding the consultation, they may take part. They may also take part in only one of the two consultations, whichever one they wish.

Proposals are discussed by breaking them down. A sentence is proposed for discussion, then in the event of disagreement a group of words, a word until a consensus is reached. If there is no consensus, the proposal is rejected outright. Otherwise, it is reworked until a consensus is reached. The consensus is reached orally and validated by the motion "approved by consensus" noted by the session clerk on the annotated and amended proposal. After validation, the citizens who took part in the consultation, or not, can send written feedback to the institution in charge of the proposal, which must read the feedback.

If the proposal is approved by the public session, it is adopted as it stands, i.e. amended by the popular consultation. If it is rejected, parliament must rework it, either on its own or in collaboration with other institutions, before holding the second consultation. At the end of the second consultation, if it is adopted, the proposal comes into force. If it is rejected, the assembly must decide at the end of the second consultation whether the proposal is purely and simply abandoned, or whether it is the subject of a new proposal and a new procedure. In this case, Parliament must propose a new text and restart a new adoption process.

In all cases, the proposals made must comply with the General Directives presented and adopted by the population just after the emperor's election. Compliance with these directives is monitored by the Imperial Council, which can interrupt a procedure at any time in order to exercise this control. It can be asked to intervene before a decision is made, but never afterward.

The Imperial Council also checks whether a parliament is competent to make a proposal. If there is a conflict of jurisdiction with another parliament, the proposal is sent to that parliament, which then handles the legislative process. If the conflict of jurisdiction is not resolved and remains negative or positive, the two parliaments concerned must work together to bring the proposal to a successful conclusion.

Once adopted, the proposal becomes a law and is entered into the register of laws in force. There are several registers: the register of laws in force, which lists all laws that are active at the time the register is consulted; the register of past laws, which lists laws that are no longer in force at the time the register is consulted; and the register of unsuccessful proposals, which lists all proposals that have not become law for whatever reason.

A law may be challenged by a parliament or by popular demand and put to a decision by consensus as to whether it should be maintained or declassified.

Parliaments also issue special motions. These motions can be made directly by parliament or on the proposal of the people. They are subject to a fast-track adoption process, with very short deadlines and a system of majority voting by the public. At most, they can take two days to pass, at least an hour. In both cases, it is reviewed every two months, and the approval of its revision is considered a consensus after four approvals. In this case, the special motion becomes either a new general directive or a special law recorded in the register of special laws. They can only be taken in exceptional and emergency situations that jeopardise the safety, health and intergalactic ideological existence of both the angels and the other populations of the intergalaxy.

When they concern the empire's foreign policy, they are said to be validating when they support the emperor's actions, and contesting when they go against him. In the case of special protest motions, a hearing is held at which the parliaments convey the concerns and expectations of the citizens to the emperor, who must take them into account and revise his position. These protest motions must remain exceptional and specific. If they are too frequent and too demanding, the imperial parliament may decide to pass a motion of censure to remove the emperor from office and call new imperial elections. Protesting motions of censure cannot go against the general directives, as these have been adopted by the people.

*Administration : 

The administration consists of executors and advisors. Councillors are appointed by the emperor, but can be dismissed by the imperial parliament for treason, unsuitability for the post or breach of the constitutional rules governing the empire of Egea. The parliament must provide evidence to support its request for dismissal, and a trial is then held to determine whether or not the request is valid. Councillors are also subject to a plebiscite in a popular vote held every fortnight. To date, only two councillors have been removed from office on the grounds that they were unsuitable for the job, given that the trial had always found in favour of the councillor, but they preferred to resign out of respect for the decision of the people's representatives. 

The councillors are the executors. These are civil servants whose role is to assist the regional administrations in implementing the imperial decisions taken by the Councillors in their given sectoral policy. They have no executive powers and can only support the cantonal, regional and local governments in the implementation process without intervening in the decision-making process. 

Decisions taken by councillors are never imposed on local and cantonal governments. They are always discussed and then implemented by mutual agreement. If the discussion fails, the councillor must report the reason for the failure to the emperor, who must decide either to abandon the implementation of the measure or to resume the discussion to find another way of remedying the problem. 

There is no set number of councillors; they can be as many as the emperor wishes. The emperor can also decide to dispense with advisors and delegate the entire policy-making process to regional, cantonal and local parliaments and governments. However, this places too great a responsibility and workload on the latter. It was therefore agreed by consensus that councillors would be called upon as and when required, depending on the situation of the empire at the time. Parliaments are responsible for so-called direct and personal politics, making decisions that have a direct and immediate impact on the lives of the people. Councillors, on the other hand, are responsible for taking general and complex measures to deal with deep-seated structural problems. Their role is to unblock situations that local governments and parliaments are unable to resolve because of their lack of perspective. 

This mainly concerns large-scale situations, encompassing several areas of expertise and requiring an overall view of certain subjects. The consultants are generally experts in their field, bringing a theoretical approach to a practical problem which they then have to translate into action. The fact that they have no direct prerogatives enables them to take a step back and come up with effective decisions for the whole territory, which they then discuss with local parliaments and governments.

This mechanism works perfectly well, and there is no conflict between councillors and local authorities thanks to the long and well-constructed discussion forum that has been set up between the two parties. This mechanism has been perfected over the years, and each institution has adopted the operation of this well-oiled system, which makes for greater efficiency in decision-making and action. It should be noted that councillors can only impose their decisions in cases of force majeure or extreme danger threatening the safety of the population as a whole. 

It should be noted that local, regional and cantonal governments and parliaments are forbidden to nomad outside their locality in order to remain connected to their constituents for the duration of their mandate. In addition, the councillors are provided with accommodation in the Yerpena palace, in the presence or absence of the emperor, but are free to move around the country without hindrance. They meet in council every two months to review the country's general policy, which the emperor is not obliged to attend. 

The head of the administration is a chief in name only. In reality, he has no hierarchical power over his fellow councillors. The sole purpose of this title is to provide an interlocutor for the heads of administration of the other planets in the intergalaxy. His role is therefore purely representative and diplomatic.

*Organisation of society

Angels have a very particular way of functioning since they have no money. The notion of work and private property does not exist in their society. In order to ensure their survival, they have identified essential needs listed in a restrictive manner that are inscribed in what they call the ancestral laws, laws that have become obvious and irrevocable with time and the construction of their civilisation. Among these needs: the need to eat properly, the need to live decently in a place that protects their privacy and physical integrity, the need for education, the need for adequate hydration, and the need for physical and psychological health. 

These needs are ensured by the state, which has an obligation to provide them. They include the direct realisation of these needs, but also the indirect realisation of these needs, such as the production of materials that enable their realisation. The responsibility lies with the structure best able to provide for this need and can therefore be either local or imperial. 

In opposition to these basic needs, which are considered natural rights and cannot be modified by law, there are elective needs. These needs are identified by certain populations according to their environment or their sense of need at a certain time. They are defined by local or regional assemblies for the most part but can be defined by imperial bodies although this is much rarer. 

These assemblies can either decide at the request of an individual or group of individuals, or by their own decision after realising the existence of an unmet need in their society. Once the request is made in the form of a "suggestion of need", a consultation takes place within the population concerned leading to a consensus in the framework of local or sub-local assemblies. In the case of regional or sub-regional assemblies, the consensus is adopted by the assembly designated by drawing lots. 

In all cases, these elective needs are not indeterminate and can be challenged by a request for "cessation of need" addressed in the same way as a "suggestion of need", or by the non-renewal of the consensus at the end of the period assigned for the recognition and assumption of the need. These needs are provided in the same way as basic needs by the state infrastructure. Elective needs are open-ended and any need can be considered elective by an assembly. 

In order to ensure the provision of these essential or elective needs, the angels have a system of collective participation in their realisation. This system works on a voluntary basis and is very flexible. The Needs Fulfilment Assessment Committee monitors the state of the supply of needs provided by society and regularly issues calls for volunteers to meet the needs that are insufficiently provided for.

In doing so, it sets an ideal number of participants to meet the under-supplied demand. In this case, any person, regardless of age, can volunteer to meet the need. An assessment of the person's competencies is made by the competence assessors, and a competence level is assigned to them. Regardless of the level of competence assigned, no one can be excluded from the panel of participants. 

A learning system is established between people with different skills so that everyone can grow and learn from those with more skills than them. State-sponsored knowledge brokers with expertise in specific areas ensure that sufficient knowledge and skills are passed on if there is a lack of people with high levels of expertise in one area or another. To complete the learning system, libraries, and academies are opened in the country to which any individual can go and participate in courses. 

All the achievements of need are ensured by this system of volunteering and voluntary work. There is no obligation to participate in the fulfilment of basic or elective needs, nor is there any obligation to have any activity. If the number of volunteers exceeds the number of volunteers required by the needs assessment committee, all volunteers are accepted. There are very few grounds for refusing an individual's participation. Only children are protected and cannot work more than a certain number of hours proportional to their age. The physical difficulty of the tasks is also monitored for them and certain tasks deemed too demanding for their bodies may be forbidden. 

The elderly are not subject to any limitations and participate fully in these achievements, as the absence of age limits goes both ways. 

Only state personnel have a different status. The Needs Assessment Committee is an independent imperial body, i.e. it does not depend on the central administration and cannot give an assignment to a member of this administration. Its competencies are limited to the assessment and definition of the satisfaction of identified needs. 

The central administration is distinct from the imperial administration. The former's mission is to ensure the smooth internal functioning of the state, while the latter is directly attached to the emperor and directly supports him in his mission of external representation and maintenance of public order. The central administration is composed of the members of the non-elected organisations that ensure the smooth running of the state. It includes the committee members and the knowledge brokers. 

The knowledge brokers are a very specific category of the central administration as they have a requirement to maintain their knowledge and skills in order to be able to pass them on properly. They have a minimum activity obligation which is defined as follows: if they do not exercise their function as knowledge brokers for a certain period of time, they are removed from this function with the possibility of recovering it by applying to the knowledge brokers' management center. The reinstatement is the own decision of the center, which must be transparent about its motives. However, the reasons for refusal are very few and in the vast majority of cases, the couriers are reinstated in their function. They have to pass a test period of between three and six months, after which they are officially reinstated as knowledge brokers. 

Knowledge brokers are not obliged to participate in a "needs realisation" for which they have been asked to assist. However, in very limited and restricted cases, they are obliged to participate upon an official imperial decree requested by the Knowledge Broker Management Centre. In this case, they benefit from the compensation for rest and treatment allowing them to make requests for non-essential needs subject to validation by the commission of attribution of the accessory needs of the center. Accessory needs are all non-essential and non-elective needs. 

They also have an obligation to be fully transparent about their activities as knowledge brokers. They have to report in detail at the end of the need in which they have participated to the central administration. They are free to choose their participation, the duration, and the nature of the project in which they participate, but they must participate in the Knowledge Brokers' Forum which takes place every two years. The purpose of the forum is to bring together their experiences and share them both with each other and with all organisations involved in the work of the knowledge brokers, both directly and indirectly. At the end of the forum, a large public report is published and made available to all citizens who receive it directly on their identity chip via the state messaging channel. It is also through this channel that they receive the calls for volunteers and all the information concerning the public and civic life of the empire. 

In compensation for the obligations linked to the function of a knowledge broker, they benefit from certain advantages. The first is the possibility of joining the imperial administration through an open examination. They can also apply for additional knowledge and be transferred to a planet for a given period of time, at the expense of the state. Their request for additional needs is better taken into account and better provided for. In the event of a crisis, their function is made necessary and in this case, they benefit from national recognition, which earns them what is called assured rest. For a period of time, they are exempted from all participation in the realisation of needs without losing their function. This period varies according to the period of crisis. They are considered essential to the proper functioning of society and are thus recognised by the citizens who have created the tribe of smugglers. This tribe allows them to celebrate the activity of the smugglers by any means they wish: a festival, a realisation of an unexpressed need, a cultural act of some kind that values the existence of the knowledge broker.

Most of the time, all the basic needs are met as the angels are used to this system and know it's necessary to participate in the "need's realisation" in order to have a peaceful and healthy community. They volunteer easily when they see there's a lack of people for a certain need which helps the whole system to work well. Knowledge broker are still very useful but they aren't many as the obligations attached to the title are seen as heavy by the population. As they aren't really needed, there is just enough knowledge broker for the system to work by itself. 

Anyone can become a knowledge broker as there are no limiting criteria. An individual wishing to become a courier must go to the courier management center and is then trained in the knowledge and skills necessary to perform their duties, according to their initial level of knowledge and skill. 

They are sanctioned by the conciliation commission of the center of management of the smugglers in the case of a dispute relating to their function and by the imperial judicial system in the case of any other dispute outside their function, i.e. which is not linked to their qualification as smugglers. 

The system of collective participation is subject to a vote every five years on whether or not to continue. All citizens participate through a referendum which must wait for 85% of adherence and at least 70% of participation to be valid.

*Food and farming system 

Angels are omnivores, but feed mainly on seeds and plants. Meat accounts for less than 7% of their diet, which is their minimum living requirement. 

Being largely nomadic, angels do not farm or grow crops. There are some shared gardens in places that provide the inhabitants with vegetables, but for the rest, their food comes from hunting, fishing and gathering, which are strictly regulated by the government. 

Only small quantities can be taken, and at certain times of the year, depending on the species. The individuals hunted and the plants gathered are then declared to the imperial hunting, fishing and gathering hotel (HCPCI), which has set up a dematerialised declaration mechanism using an individual chip. 

The catches may be individual or for the benefit of a group, shared or solitary; there are no rules on the consumption of goods. On the other hand, among the natural and inherent rights of angels is the right of everyone to feed themselves by hunting, fishing and gathering without hindrance other than the rules laid down by the HCPCI. However, in the event of severe famine or bad weather, these rules may be exceeded. This overstepping of the rules is, however, governed by the HCPCI, which issues new rules that are exceptional for the time of the given situation. These rules must include an obligation for the population to make a minimum effort to eat. 

Everyone will therefore have to follow the minimum diet rules necessary for survival without exceeding them. This effort is monitored by a daily food declaration sent directly to the HCPCI. However, there are no penalties for exceeding the rules. It must be the subject of a discussion between the organisation and the individual or group of individuals concerned, the aim being to encourage them to respect the rules in future. 

The edicts and decrees of the HCPCI have always been respected by the angels. The population has often even taken the lead from the organisation in restricting its own diet, seeing the reduction in resources when hunting, fishing or gathering. Very often, the HCPCI simply takes stock of the situation and introduces rules that people have already been following for several weeks. This highly consensual system is steeped in Anjou culture and is a social achievement that has become the norm through force of circumstance and the regular use of this practice. The HCPCI was essentially set up to monitor the food supply of foreigners in France. In fact, 97% of those inspected and subject to negotiation are foreigners. 

The question of criminalising non-compliance with the rules laid down by the HCPCI has been raised on numerous occasions to prevent abuse of the system by non-angels, but the empirical attachment of angels to non-sanctioning systems has prevented sanctions from being introduced. However, the subject is regularly brought up again. 

If you are unable to hunt, fish or gather for any reason, you can sign a free hunting contract with the HCPCI. This contract will enable what is known as a hunter-gatherer to gather the resources he needs and bring them back to him on a daily basis. The contract can be signed for the hunter or for several people who depend on him. Depending on the number of people covered by the contract, the hunter-gatherer is granted a certain amount of quota. 

Hunter-gatherers must hold a licence issued by the local authority with no conditions attached. They can hunt within the limits of the quotas allocated to them. This system allows angels who are unfit to hunt, or who simply do not wish to hunt for lack of interest or time, to be relieved of this vital constraint. 

Being a nomadic people, angels have no appointed hunter-gatherers. They simply report to the hunter-gatherer closest to their current home. They can locate them via the microchip that lists all the hunter-gatherers in Egea. When they go to an area where there are no hunter-gatherers, they receive a notification on their chip to that effect. 

Foreigners automatically have a hunting, fishing and gathering contract with the HCPCI to meet their needs. Some hunter-gatherers are allocated specifically to this population in order to ensure a regular supply for short or long-term visitors to Egea. However, they must be authorised by the HCPCI if they wish to practise hunting, fishing and gathering. 

This ancestral system has been very fruitful and the angels have never lacked resources since it was put in place with the advent of the empire. Biodiversity has changed very little and evolves naturally, without any intervention from the angels. The Aegeans are very attached to this system, which they consider necessary for the proper coexistence of angels with their ecosystem. 

*Lifestyle

Nomadism is the traditional way of life for angels. It has not been lost despite the development of civilisation and technology. As they have no property of their own, angels are not attached to their land or their home. So, travelling regularly from a very young age, they have no attachment to their homeland.

On average, angels change location five to seven times a year, across all age groups. The vast majority of them have portable accommodation that they take with them. As a result, the morphology of towns and cities changes dramatically with the seasons, the years and sometimes the months. Some places are particularly popular with Aegeans, such as Sophianopolis, which became the capital of the empire because of its longevity. 

Ideally situated, the city offers a prime location in terms of climate, access to natural energy (it is built on the slopes of the country's most energy-rich mountain) and resources. Everything the angels need in terms of resources can be found in the area surrounding the city. But the city itself has changed enormously in shape and structure over time. In fact, apart from the dwellings needed to accommodate foreigners, all the city's homes, businesses and government structures are demolishable and transportable constructions. 

Many angels generally spend two to three months in the capital, depending on their affections for one season or another, before moving on to another region of their choice, taking their homes with them. As a result, the city has no defined boundaries outside the Inal'amo district, which is designed to receive visitors. 

The palace itself comprises only a small immovable part, which is the part designed to receive delegations. The rest is made up of modules that regularly change place according to the wishes of the imperial officials. All the flats of the emperor, his family and the reception rooms are made up of a mixture of natural energy and living matter that was not moved during construction. This is why the Sophianopolis palace is called Sogar Mian'rah, which means the nomadic palace. 

The emperor himself spent very little time in Sophianopolis. He spends no more than four months a year there. The rest of the time, he is either on the move in the intergalaxy, or wandering like his fellow nomads. He stays in the capital for four months because of the obligation attached to the title of emperor, which requires him to devote at least four months to affairs of state. 

Emperor Aroslan respects this obligation not to travel for four months, although in reality he carries out his duties throughout the year without interruption. His travels are an opportunity for him to meet with local administrations and governments, enabling him to better understand the needs of his constituents. He travels as much according to his desires as according to the needs for which he is called. Civil servants and other managers are under no obligation to locate themselves either. 

Some structures have an obligation to be sustainable and are therefore built with this objective in mind. This is the case for structures used to receive refugees in the event of a disaster. Child protection structures are also built in a sustainable way to ensure their survival. Other buildings are semi-durable, such as homes for the elderly. 

Nomadity is part of the angels' identity and is considered their natural and inherent right.

*Foreign trade 

When the angels need to import goods, they use the xiesters, the intergalactic currency set up by the intergalactic organisation to trade between member planets. As they do not have an internal currency, they offer a number of services or goods on a case-by-case basis depending on each transaction made, to acquire cesters. 

The angels import very little and export very little. Apart from some ancestral exchanges such as with Esethea, Novilis, or Misse on very specific goods that they can bring to these populations, the angels refuse to participate in intergalactic trade for reasons of security and environmental protection. 

If intergalactic transport does not pollute because it uses exclusively natural energy, the angels respect a theory of protection of space by limiting its use by conscious species. They have established this philosophy out of respect for the non-conscious species who cannot express their wish to use this space. It is for this reason that they support the development of teleportation technology.

THE DRAGON RIDERS 

Dragonriders are angels who have forged a supra-energetic bond with a dragon. In ancient times, almost all angels had this kind of link with a dragon, but the division of angels into several different families has led to this trait becoming clearer. The lifestyles of angels, in addition to genetic divisions, led them to detach themselves from dragons. In the end, only those angels who were still nomadic and close to nature were able to retain this link. 

The supra-energetic link is an energetic connection between two energetic beings of the same family. It does not only apply to dragons and angels, but it is the best-known link because it is the most significant. The connection between angels and pegasus is also considered to be a supra-energetic connection, but weaker than that between a dragon and its dragonlord. For example, elves and sea creatures can create supra-energetic links with other living beings considered to be species not conscious of their family. Dragons, on the other hand, are part of the conscious species, just like pegasi, which is what makes their link with angels so special. 

This is known as a supra-energetic bond because it goes beyond the single energetic dimension. It involves an emotional connection that links the two beings permanently. It's called a double-hearted bond because studies have shown that the hearts of two beings with a supra-energetic connection tend to match over time and beat at the same rhythm, even though angels have slower beating hearts than dragons.

This connection forms naturally. It cannot be forced or worked on. A supra-energetic link works like a connection: it can be stronger or weaker. The stronger the link, the closer the two super-connected beings are, and the more they can develop special abilities. 

Families are divisions of species that are genetically close since they share the same common ancestor and have kept most of their genetic heritage in common. Dragons, angels, and pegasi all belong to the same family, the dragonicae. Selanpis, Rourques, and all other marine species belong to the same family of hominid marine creatures, with a few exceptions. 

Elves have their own family in their own right and do not share their genetic heritage with any other conscious species. Demons are genetically close to vampires, but not close enough to be considered part of the same family. We therefore speak of related species. Demons are part of the Demonidae family, which includes a wide variety of species. As the demon gene pool is one of the most accepting of mixing, many demon subspecies have developed by mixing with other species. Developed over the centuries, they have formed sub-species in their own right and demons are classified as "pure demons" and "mixed or impure demons". This division causes major discrimination in demon society. 

Demons cannot form a supra-energetic link with dragons, as dragons have permanently closed their connection to demons out of resentment for the latter's exactions. In fact, dragons used to hunt dragons in ancient times, and the very slow reproduction cycle of dragons meant that this intensive hunting caused the dragon population at the time to dwindle by more than half. In response, dragons began to hide themselves away and live increasingly isolated from other species, keeping in touch only with the angels who followed them to remote lands or those who were passing through on their nomadic wanderings. 

Dragon abilities are special powers developed by the supra-energetic link. They are a particular expression of natural energy in the form of a gift. Like all gifts, they are very poorly understood and still unexplained. Dragons and dragonriders can experience this kind of ability after the link has been created. Among the most common are teleportation, super-speed, and energy shields. Rarer abilities include increased natural energy capacity, the gift of illusion, and clairvoyance.

The dragonriders and their dragons were managed by the Chamber of Dragons and Dragonriders. It was made up of dragons, dragonriders, and a minority of non-dragonriders civilians. Its role was to register dragonriders and their dragons, issue authorisations, record and monitor their progress, and report regularly to the public. It was also responsible for settling any disputes involving a dragon owner. 

Initially, the dragons lived in harmony with the angels and the chamber's role was merely to monitor, analyse and record. Gradually, as the dragons withdrew from the daily lives of the angels, the need arose to act as an intermediary between them and to better control the activities of the dragoners. Thus, dragonriders had no assigned role in society but were gradually regarded as angels apart from the other angels, with different rights and duties. 

Dragonriders were automatically integrated into the service of the State. A Dragonlord had no choice but to serve the state, usually in the army or intelligence services. To ensure that they did not use their power against civilians, a number of restrictions were imposed on them, such as a ban on armed movement in towns, and if they were with their dragon, the obligation to wear an energy-blocking spell when they came into contact with civilian angels. Dragons were then simply excluded from towns and cities, and the dragonriders began to build their own living quarters outside the towns and cities. This reclusion earned them the disapproval of the population, who feared their power and saw this separatism as a desire to divide the population and build opposition between them, without seeing that they themselves were the cause of this exclusion. 

Thereafter, the duties of the Dragon Riders and the prohibitions that went with them continued to increase, transforming the Dragon Riders from a prestigious status to a rejected category of society considered to be a deviant race. 

This differentiation, initially demanded by non-dragon civilians, was relatively accepted until the dragons issued an ultimatum to society. In this ultimatum, they announced that they would have no duty or accountability to civil society if it did not accept them as members and create the institutions and infrastructure necessary for them to live together. Faced with this ultimatum, the royalty in place at the time tried to find a consensus, but the population was firmly opposed to dragoniers living among them. 

The Ultimatum was very badly received by the civil angels, who saw the rejection of the responsibilities imposed on the dragoniers for decades as an affront and a refusal on their part to live together. They accused the dragoniers of wanting to divide society between dragoniers and non-dragoniers in order to arrogate all the privileges to themselves. 

When the civil angels refused to cooperate, the dragoniers carried out their threats and left the living quarters of these angels to live in more secluded regions. They unilaterally declared the establishment of borders between their territory and that of others. They categorically refused to mix with them and to carry out the services they had previously performed, in particular proclaiming their independence from the crown. This physical separation finally split the angels into dragon angels and non-dragon riders angels. 

The appearance of two main species on Egea is a direct result of this confrontation. Mirthian angels and tiriths are the two species that emerged from these historical events. The tirith angels were those who were naturally close to the dragons and were therefore the offspring of the dragonriders, whereas the mirthian angels were those who had gathered in the town and lost their link with the dragons. 

The Mirthian angels settled down very quickly, causing a rapid loss of many of the attributes typical of angels. In the space of less than a century, they lost their ease of flight, their energy connection was halved on average and their relationship with nature had become non-existent. The biggest difference was the adoption of a currency that the tiriths categorically refused, creating an inevitable split between the two species.

On the other hand, the tirithes remained nomadic and close to dragons and nature. They retained all their flight and energy skills. They were much freer than the Mirthians and their rejection of materiality earned them the latter's disdain. While the latter were building a world of owners and wealth, the others roamed the world without a care in the world and spent their time cultivating their natural energy and their supra-energetic link. Strong resentment and a marked lack of understanding finally cracked the bond between the two species. 

The physical separation between them caused the beginning of genetic differentiation and the creation of two different species of angels: the Mirthians and the Tiriths. The conflict escalated into armed conflict, with wars erupting between the so-called rebel civilians, who were in fact tolerated by the government, and the dragonriders still living on Egea. These conflicts led to the deaths of many dragonriders and civilians, and also to resentment among the dragons towards the angels. Little by little, the dragons chose to leave for other planets, sometimes with their dragonriders and sometimes on their own, and those who remained had no choice but to make concessions to the crown in order to make peace. 

The dynasty that managed to reach a peace agreement was that of the Pamiltes. They arrogated to themselves the power of the dragonriders in exchange for the right to live on their land according to their principles as long as they did not undermine public order. Very few Dragonriders accepted this agreement and very quickly, the Dragonriders fled Egea, drastically reducing the number of dragonriders in general. The last known to have accepted the agreement was Lycnathe of Ensra. The Tirith angels who remained on Egea continued to live on their lands even in the absence of the dragons, but they had a strong resentment towards the Mirthians, whom they held responsible for the disappearance of the dragons and Dragonriders. 

Today, no one knows if there are any dragons left in the wild or even if dragon riders are still alive. The dragon riders have become a mystery, a remnant of the painful past of the angels of Egea. After the tragedy of the cursed queen, the Mirthian angels were exterminated en masse and the tirithes recovered both their lands and their rights, but the dragons never returned

Institutions : 

The Intergalactic Court of Justice: The Intergalactic Court is composed of 178 judges, one per member state. It respects the principles of collegiality and equal representation.

It has the first resort in cases concerning conflicts between States and intergalactic high dignitaries. It shall have jurisdiction as a last resort in all disputes between private individuals and intergalactic law. In such cases, it has jurisdiction only after domestic remedies have been exhausted.

Judicial appointment process: each state sends a contingent of 10 judges who undergo a two-year training course before passing a competitive examination. Only the first of each contingent will be selected to serve on the court for five years, after which he or she must pass a follow-up test to maintain his or her position. The other judges can optionally become deputy judges and sit as a court of first opinion (the opinion must be validated by a judge afterward). Tribunals set up to relieve congestion in the court) or return to their home state to act as supervisor of the application of intergalactic law by the domestic courts and tribunals.

The court is divided into non-exhaustive subdivisions that evolve over time. For the moment: commercial litigation, family litigation, liability litigation, transport and intergalactic traffic litigation, criminal litigation, administrative litigation, intangible litigation, litigation of the rights and freedoms of conscious species, environmental litigation, litigation of the protection of non-conscious species.

The Alliance of Angels: an intergalactic treaty signed between more than 150 secondary planets where a majority of angels live. This treaty is a complex multilateral treaty with several components: commercial, diplomatic, political, and military. It establishes the basis for the cooperation of the member planets in all areas of the treaty without exception under the governance of Egea.

This multilateral treaty establishes certain basic principles applicable to all members without exception. It also includes specific data for each member according to particular situations. The basic principles include the governance of Egea as the leader of the alliance without political interference in internal affairs as long as they do not infringe on the common fundamental principles established by the treaty, respect for the fundamental rights of conscious species, diplomatic and military protection of Egea and the recognition of the independence of planets in the choice of their mode of government as long as it does not infringe on fundamental rights. 

An independent committee to monitor compliance with the treaty was set up to settle disputes and monitor compliance on each planet. It was this committee that discovered Meripaea's collusion with Ornikarn in the angel trade and their passive assistance in exchange for prolific trade to help them support themselves. The committee is composed of two-thirds of the nationals of the member planets and one-third of the nationals of Egea. 

The institution of the Masters: Before the Thousand Years' War, there was no intergalactic organization, and peace was maintained in the intergalaxy by what was known as the Masters. There were seven of them, and they were the guarantors of intergalactic peace. 

The seven Masters are the Master of Blades, the Master of Shadows, the Master of Light, the Master Mage, the Natural Master, the Spiritual Master, and the Master of Illusions. They are all of equal strength and have totally different skills. The appearance of the masters is impossible to determine. As far back as the history of conscious species in the intergalaxy, masters have always existed.

They are associated with ancestral spirits called master spirits, of which there are seven, like the masters. These spirits are mysterious and knwledge about them was very few. Some civilizations venerated them as gods, while others saw them as malevolent spirits who had to be satisfied to ward off their wrath. Even today, despite remarkable advances in science, it is impossible to determine the nature of master spirits. They are immaterial beings that have always existed. 

Masters are chosen by the spirits who invest them with the power to invoke them. With this power, they have the spirit's strength at their disposal, which they can use as they wish. One manifestation of this power is the spirit weapon, which only masters can summon. It is immaterial, and consists solely of the pure power of the master's spirits, made material by the link. The stronger the link, the more powerful the spirit weapon.

Master spirits establish a connection with their master through what is known as the link, which represents the investiture given by a spirit to its master. Masters are originally remarkable beings. They are most often gifted with a particular talent for exercising the mastery skills required by master spirits, with no other qualifications required to be selected. Once masters, they live longer than most conscious beings. They have two objectives in their existence: to maintain intergalactic peace and order, and to fulfill the requests made of them. 

The request system is very simple. Simply send a request in any form to the master spirit of the master concerned. This request is received by the spirit, which decides whether or not to grant it. Once the decision has been made, it is passed on to the master, who must fulfill it to the best of his ability. The master is in constant communication with his master spirit, and can discuss the conditions for carrying out a request with the latter. Initially, master spirits accepted all requests as long as they were made in good faith and without ill intent. However, protests arose about the selection made by the master spirits and the possibility for the masters to refuse a request, and the masters reduced the number of requests they granted to only those of interest to the maintenance of intergalactic peace. A Master always has the option of refusing a request. In this case, he consults with the spirit, who then decides whether to allow him to refuse, or to force him to carry out the request. 

Certain rules apply to Masters, which they must respect at all costs, on pain of dismissal. They are absolutely forbidden to fight amongst themselves. They can only take on one apprentice during their entire existence. Once they have the power to summon their spirit, they can never renounce their title. They are subject to no laws and take no orders whatsoever. They are forbidden to work for anyone, and must follow the path of their masters. They can live an ordinary life as long as they do not deviate from the path of the master and their goal. They are forbidden to share the path of the master and the power of the spirits with anyone who is not their successor. 

Unfortunately, over time, masters have become increasingly feared by the population. As their effectiveness was unfailing, individuals who were unhappy with the status quo of intergalaxy began to instill fear of the masters and master spirits in the population. As a result, the inhabitants of the intergalaxy began to distrust the masters and their master spirits, whom they accused of bias and lack of transparency. As a result, the master spirits decided to withdraw from the mortal world of conscious beings. 

Since then, masters have received requests directly from the BMkard (mailbox) and decided for themselves whether or not to access them. Master spirits rarely intervened and communicated less and less with their masters, leaving them much more freedom. But this attitude wasn't enough to calm the critics. Very quickly, the question of master selection became a matter of debate, as some conscious species were over-represented while others were under-represented. Thus, there was always an angel, a demon, an elf, a natural spirit, a mage and a vampire for each master generation, with the other conscious species having to alternate the last master position left free. 

Power struggles soon arose over these appointments, and governments established a strict division of masters according to conscious species and demanded that the masters respect it, to which the latter categorically refused. Threatening conflict if the masters didn't comply with their demands, the agreement was reluctantly approved by the master spirits, who forced the masters to comply with the rulers' demands to ensure intergalactic peace. In this way, the master of blades is always an angel, the master of shadows a demon, the master of light an elf, the natural master a natural spirit, the master mage a mage, the spiritual master a vampire and the master of illusions a member of a minor conscious species by alternation. The angels were the only ones to oppose this system and openly criticize it. 

Conscious species began to open academies to train the talent that would be deemed worthy of being a master with each new generation of masters, interfering with the free choice of current masters. Unfortunately, the situation never calmed down. People increasingly wanted to control the institution of the masters out of fear as much as greed for their power, and wished to impose disciples of their own choosing to either limit the masters' power or ensure their control. The repeated refusal of the masters to choose as their successor an individual chosen by the rulers of these populations caused great frustration and a growing sense of discontent with the institution of the masters.

Feeling threatened by this behavior, the masters turned away from the mortal world and reclurched between the spiritual and mortal worlds, making themselves far less accessible than before and rejecting any intervention by intergalaxians in the choice of their successor. They drastically reduced their activity in satisfying requests and concentrated on cultivating their link with master spirits and respecting the way of the master. 

The situation calmed down for a while before becoming explosive again. The appearance of an extremely powerful demon spirit released from its seal brought about the end of the institution of the Masters. In the wake of this incident, the master spirits themselves decided to plunge into an eternal sleep, the consequence of which would be that, after several millennia, they would melt into the cosmos, never to be invoked again. The last masters disappeared without a trace and entered legend as the last masters of the known world. 

The last masters are : Lou the master of blades, Azamaël the master of shadows, Fulgis the master of light, Ralu the natural master, Mélisse the master mage, Mine the master of illusions and Jöram the spiritual master.

Peacekeepers: an institution that allows for the use of an intergalactic agent to resolve a conflict between two high officials, regardless of the size of the conflict. Peacemakers are legally trained agents who have the power to record the amicable solution found between the two parties involved and to give it the legal force of a court decision. They can be used at any time and for any matter. 

PLANETS

Egea: home planet of the angels.

Ornikarn: home planet of the demons. Yerpena is the capital.

Méripée: second planet in the same solar system as Ornikarn. It is populated by a species of angel that lives in seclusion and has very little contact with the angels of Egea.

Selanpe: home planet of the Selanpis.

Masanchia: a resource planet shared by all conscious species under the supervision of the intergalaxy.

Esethea: home planet of the Esethians. The Esenthians are a nomadic people who have become very wealthy due to their work with sand as a tool for modernization and development of technologies throughout the intergalaxy.

Amadée: home planet of the vampires. Vampires are larger than most conscious species in the intergalaxy. They also possess superhuman strength which makes them much stronger than average. However, they remain extremely sensitive to light which makes them vulnerable. 

Komalt : Home plante of Sangrins. It is located in a remote corner of the Kirillia galaxy, not easily accessible by anyone other than intergalactic guides.

Julisse: A dead planet in the Massane galaxy. There doesn't seem to be any form of life on it, and it doesn't attract the interest of any population whatsoever.

An Imprint: a bookmark-like object of varying size that proves an individual's membership in the intergalactic aristocracy. It is individual and unique, unique to each individual, its creation is a mechanism that is the result of artificial intelligence developed by the intergalaxy. The prints are secret and only the artificial intelligence that generates the prints knows how to differentiate one print from another and assign it an owner. However, the AI keeps everyone's identity secret, so it is impossible to use it to identify a fingerprint unless you are an intergalactic police officer.

Imprints are used to gain access to a number of places, events, and administrative posts. The use of fingerprints is highly contested within the intergalaxy and people are divided over it. The angels are against this system while the demons are in favour of its extension.

ASMS: Association of Superior Marine Species. Organisation which gathers all the marine species of the intergalaxy. They discuss political and diplomatic matters and take positions together on these subjects.

A whirling owl: a conscious species with a half-human, half-animal form, or so-called anthropomorphic. Antropomorphic species exist in many different forms, and weathervane owls are just one of them. However, they have a very strong link with the demons due to their geographical proximity to their home planet of Ornikarn.

Horacian period: a period of the demon era under the reign of Emperor Horace. Dates back about 300 years to the present day.

Telepathic communication: a mode of mental communication of which pegasus and some other rare conscious species are capable. 

Dematerialised communication system: a means of communication between conscious species that uses the identification chip implanted in the wrist of each person's childhood. 

Identification chip: an electronic chip implanted in the wrist of each living being belonging to a conscious species. It allows the identification of the person, but also the use of the dematerialised communication system. This individual keychain allows the storage of objects and a whole host of other interfaces linked directly to the chip. Each chip is unique and is kept for life. It cannot be removed and cannot be replaced. 

The Yagar clan: a clan of demons that corresponds to a branch of the imperial family. It has no blood ties to the imperial family itself but is linked to it by a blood pact, an agreement bound by the natural energy of the clans and sealed by an ancestral technique of using natural energy. This pact makes the Yagar clan a "servant" clan of the imperial family in exchange for the elevation of their family to the rank of an imperial family member. 

The Yagar clan is however a sub-species of demons in its own right, very small since it only has about a hundred members. They have the particularity of sensing the negative natural energy of other conscious or non-conscious beings. This gift called the gift of sensitiveness, is extremely useful for the prevention of threats, making them particularly effective in close guard and espionage. 

It is the possession of this gift that has caused the imperial family to take an interest in these minority and endangered demons. It provides them with protection and prosperity in exchange for service as guards or spies. This agreement is the subject of the pact that binds the clan to the imperial family. 

IMI: name given to the intergalactic messaging interface. This messaging system is free and accessible to any inhabitant of the intergalaxy as long as they have a dematerialised chip. It is provided by the intergalactic organisation. 

It has several communication channels. There is the general communication channel, which enables anyone with another person's dematerialized chip number to contact them by private message. This channel enables both personal and professional use of the interface, and is the most common mode of use for MIE. 

Another channel is reserved for diplomatic exchanges and high dignitaries. This channel is extremely secure, and changes coding regularly to prevent hacking. It is currently the safest way for leaders to communicate with each other on highly sensitive subjects. It requires a special code to use it, and is only communicated by the organization to people with sufficient reason to use it, such as very high-level responsibilities. However, no other communication channel can be used for diplomatic exchanges or exchanges between senior executives of any kind. The organization has no strict prohibition on this, but strongly encourages all executives to use this secure channel to communicate with their peers. 

The MIE can also be used for public purposes. The administrations of member planets can decide to use the public interface to communicate information to their citizens, be it political, civic, informative or other. This use is at the discretion of the administration. Angels use it for everything that concerns the life of their society.

The legal duel: duel authorised and supervised by the intergalactic organisation. It can only be fought by representatives of high dignitaries, people trained in combat and authorised to fight in duels. They must be registered in the duelist directory to do so. 

The duel is a legal agreement between the parties formalised by a dematerialised document made available and endorsed by the intergalactic organisation that the parties sign with their thumb print. They must respect the agreement or it will be null and void. The duel cannot lead to the death of the duelists, it is over when one of the parties is unable to fight. It can involve more than two people but not more than two parties. 

An outrage to dignity: the act of disrespecting a high dignitary. An outdated practice that has been completely abandoned by the intergalactic population, which considers it to belong to a dark past, except for vampires. Legally, when an outrage to dignity is constituted, it can lead to physical reprisals against the perpetrator, which can go as far as death, although very rarely. 

This practice is not recognised by the international organisation which strongly condemns it. It is criticised for being particularly subjective and for excessive abuse of power against non-noble individuals or those belonging to the "lesser nobility" of the intergalaxy. 

The imprint revelation mechanism: a mechanism set up by the intergalactic organisation and accessible via the dematerialised interface of the identification chip. This mechanism allows two people to reveal their imprints, i.e. to scan their respective fingerprints to give the other person the identity card associated with the imprint. 

This mechanism is done in secret. It automatically creates a bubble that is hermetically sealed from sound and sight, cutting off the two people using the mechanism from the rest of the world. To remain secret, the bubble is undetectable from a conventional hermetic bubble. Finally, the mechanism only works if both people scan their imprints simultaneously. It cannot be used unilaterally, except by the intergalactic police. Of course, the mechanism keeps no trace of the exchange once it is completed. 

A demonic spirit: Demonic spirits are in no way related to demons as such. They are called demonic in reference to their inherently evil nature. Some of these spirits do not interfere with the lives of conscious species, but some are particularly destructive. These are spirits whose existence remains mysterious and unexplained. During the existence of the masters, the most powerful were sealed to prevent them from destroying the living quarters of conscious species. 

Some extremely powerful ones have their own consciousness and are sometimes difficult to distinguish from a member of a conscious species. Such spirits only appear once every three hundred years, however, and are targeted by masters who seal them off if they cannot be destroyed. They are known as the bad weights in the balance represented by master spirits and masters. 

The most powerful of these known to date is Niyari. She was also the first to be destroyed by Lou, the last master of blades.

An unalterable dimension of natural energy: most often used in combat. These dimensions can be set up by anyone via the dematerialized chip, or directly by altering natural energy for those who have mastered natural energy. 

This dimension physically isolates those inside from those outside. Any damage committed inside the dimension does not affect the outside, even the physical exterior in which the dimension is located. However, it does not entirely isolate sound, and people outside the dimension can communicate with people inside. 

It is impossible for an outsider to enter the dimension. The dimension disappears or is altered only when the person who generated or invoked it makes it disappear, or when that person dies.

A covinier recycler: an energy tool that creates natural energy from CO2. A very powerful tool, it can create natural energy and, above all, store it without limit with the smallest quantities of CO2 available. Very rare, it can be used to power the aircraft of people who have it and know how to use it.

The angels have a large quantity of these, as the very limited alteration of the natural environment on Egea has allowed these energetic objects to proliferate. It takes several decades for a coviner recycler to be used, and to move an aircraft, it must be at least a hundred years old, otherwise its energy capacity will be insufficient.

Coviners are a family of energy objects, of which recycling coviners are one category. The classic covinier is more common and stores natural energy from its environment but does not have the capacity to create it. Classified as energy objects by the angels, they are considered to be part of the non-living and categorised as minerals.

Salubases: conscious living beings with psychic abilities. They do not speak and communicate solely by thought, using words that are not expressed in words, which makes them difficult to approach for other populations who fear them for this unusual means of communication. In fact, they can make themselves understood by anyone simply by using the power of thought, giving their interlocutors the impression of being mentally manipulated. They have large reptilian bodies and rounded, flattened heads with two globular, whitish eyes.

Their scaly green-blue skin has a repulsive slimy complexion and their atrophied limbs give them a strange appearance that is more often disturbing than attractive. They live in marshy environments on all planets that have them. They have no home planet and no developed political or societal system, despite the fact that they are conscious beings. In most cases, their populations live in an archaic manner, based on the law of retaliation and the clan.Particularly sought-after for their psychic abilities, they are excellent warriors who have been put to good use in various wars.

Their extreme nature makes them easy to exploit, as salubases are either extremely passive or completely aggressive. In this case, all you have to do is provide them with room and board and a decent wage to get them to agree to carry out thankless tasks. As a result, Salubases are often sought-after mercenaries by armed groups, although they show no loyalty to anyone other than money.

A Shurkel: Shurkels are solitary creatures whose nature is unclear. Driven by a core of natural energy, they would appear to be one of those 'natural beings' that nature has endowed in a very exceptional way. Nevertheless, their physical and behavioural similarities tend to suggest the possibility of a mixed creature, half-living and half-energetic.

Indeed, most of the time, energy creatures are unique. But the Shurkel are all made of stone, and although they can vary in size, they are always colossal compared to a humanoid. They stand on four legs and have an elongated head reminiscent of a fox. Their long tail is a powerful weapon in battle. Shurkels live in desolate places, devoid of life most of the time.

Their aggressive nature makes them difficult to observe and little is known about their lifestyle. It would seem, however, that hibernation or semi-hibernal sleep is their most common state, as they are almost always encountered in this way.

History 

The Thousand-Year War: Two thousand years before the present era. It was provoked by a particularly bellicose intergalactic neighbor: the galactic religious empire of Shuantah (an empire the size of a galaxy). The war was primarily ideological, and centered on Shuantah's desire to force its religious vision of the world on the members of the intergalaxy. The intergalactic community took up the cause and this ended in armed conflict, despite lengthy attempts at negotiation led by the angels in conjunction with the intergalactic council. This war is very significant in the history of the intergalaxy, as it occurred just after the voluntary disintegration of the master spirits. 

The war involved every planet in the intergalaxy, all of which contributed to the war effort in one way or another. The biggest contributors were the Aegeans, Ornikarnians, Aesethians and Amadeans. It ended with an intergalactic victory over Shuanta's immense galactic empire. It resulted in a peace treaty imposing the demilitarization of Shuanta and the maintenance of trade relations with the intergalaxy to force peaceful relations between the two entities and avoid a return to war. The end of this war also marked the creation of the Intergalactic Organization, which was founded by some of the victors with the aim of preventing this kind of event from happening again. 

The first text adopted by the organization after its creation was the Declaration of Intergalactic Secularism, which stipulated that the intergalaxy could not be governed by any political system other than democracy, and called on its members to move towards this system for their internal organization. It establishes secularism as the constitutional basis applicable to its institutions and member-states, which must respect the principle of secularism in order to be part of the intergalaxy. 

The war of the Great Schism

This seven-month war pitted the founding members of the intergalactic organization against the anti-members, a group of planets that refused to accept the organization's hegemony. It took place one hundred and thirty-seven years earlier and was particularly violent and destructive. It involved all the planets that were members of the organization without restriction, as well as a wide variety of smaller planets that had joined forces to oppose the organization's strike force. 

The anti-members (or antis) wanted to restrict the organization's field of action by means of a treaty explicitly limiting its competencies. The members of the organization were totally opposed to this, as their aim was to make the intergalactic organization a universal one, encompassing all the planets of the intergalaxy. The aim of the founding members was to make it a forum for diplomatic exchange and discussion. It was therefore to have a very broad, if not unlimited, spectrum of competence, so that it could govern in all possible fields whenever member states or the organization itself deemed it necessary. 

After months of discussion with the antis, the conflict escalated, and the war began with an attack on an organization ship visiting the neutral planet Moushe. The war was both spatial and terrestrial. Most of the major conflicts were taking place in space, but a major diplomatic war involving the theft of information and the abduction of important personalities was playing out in the background. 

The organization had no army of its own at the time, so it called on the armies of its member planets, all of which responded generously according to their means and skills. Demons, mages, vampires and planets with mixed populations and armed corps sent troops of fighters and generals. The elves sent emissaries, spies and archers, while the Rourques, selanpis and other aquatic species sent space equipment, amphibious equipment, generals and communications experts. The Esetheans sent equipment and mercenaries. Natural spirits sent spies and teleported troops. Finally, the angels sent a group of volunteers comprising all kinds of people: scientists, teachers, civil servants, spies and others, but who would act only on their own initiative and not answer to any command. 

This war began to spread because the organization wanted to cause as little damage as possible, and carried out limited attacks on strategic war infrastructures. For the rest, it was content to defend itself. But as opposition from the antis grew stronger, some of the organization's member planets became radicalized and began asking the organization to go on the offensive. This situation began to create tensions within the organization itself, since although the troops were drawn from the member planets, the direction of military strategy and troops was in the hands of the organization, which had set up its own headquarters. 

Seeing that the situation was becoming bogged down and potentially dangerous, a group of volunteers including Lefferina and Aroslan proposed shock action by invoking the master spirits to put an end to the conflict. Failing to obtain the agreement of headquarters, they formed a dissident group and pursued their action on their own. The resurgence of the spirits of yesteryear destroyed any will to fight on the part of the warring parties. Unable to mobilize their troops again, the anti-members had to capitulate and sign a peace treaty with the organization. In order to establish a lasting peace, the organization made concessions and agreed to review its positions, accepting the existence of non-member planets and establishing diplomatic and commercial relations with them. 

Master spirits were returned to cosmic slumber after this, and Aroslan of Egea and Ojvirine of Ornikarn were celebrated as the heroes who put an end to the war.
