Meeting the Leader of Yukigakure

Shiki wholeheartedly accepted Fubuki's honest vows of loyalty and they both departed to Yukigakure, first using the Flying Raijin Jutsu to return to the boat and using a special ship type puppet to quickly travel to the Land of Snow, once there, Fubuki would guide him to the village.

On the way Fubuki told him other things that despite not finding them relevant under the genjutsu, she thought to tell them now. Which was the fact that her older sister was the current leader of the village. When asked by Shiki as to why she had not mentioned this under he genjutsu, she said . . .

"Our blood relation does not matter when it comes to the good of he village. This was something decided by the both of us and the fact that I'm one of the most trusted shinobi in the village has nothing to do with it."

To this, Shiki asked inquired again.

"The why are you mentioning it now?"

"Despite what I said, we still care for each other so despite my value as a hostage, which was what I considered myself before, remaining unchanged by our relationship, we still share jutsu, train together and support each other as best we can without compromising our promise . . ."

"So my request, was that Shiki-sama grant my sister, the same boons you granted me. I guarantee she will be as pleased and devoted as me and while I can act as a liaison between Mugetsu and Yukigakure, my sister is much more capable of actually leading by your will."

Fubuki explained, making Shiki think.

'Hmm . . . I think this is a wonderful opportunity to try and implement the two leaders per village system. It can be a sort of test run since a proper underworld leader for Konoha hasn't been found yet. And if her sister will be as loyal as Fubuki claims, it should go without an itch . . .'

"Alright then. But we'll discuss some things with your sister in private before starting official talks with the village then. I'll have to adjust some of my plans too."

"Thank you, Shiki-sama!" Fubuki said with gratitude and a resplendent smile, clearly happy with the answer and thinking.

'Ahh~ To think master would do so much for me, my sister and village! I'm truly blessed to serve him'

Meanwhile Shiki reworked some of his ideas once more in his mind.

'At first I was thinking of bringing Yukigakure completely to the side Mugetsu since it's a relatively small hidden village but with the recent developments, it will make a good smaller scale simulation of how the two leader system will work before I attempt to apply it to larger villages . . .'

'My grasp on the Land of Snow will also be much firmer than I expected. So long as I properly handle things on Koyuki's side. I'll literally have one of the most technologically advanced countries in the world in the palm of my hand . . .'

Shiki thought as much because other than technology like the Chakra Armor which was quite impressive in and of itself, the country had trains, airships, snowmobiles, advanced but still kunai based artillery like huge volley guns, even power generators and although incomplete, a Heat Generator capable of country scale terraforming.

They were beyond a shadow of doubt far ahead of other countries in technology, having things only developed by canon nations by the time of Boruto in the original series. Shiki couldn't wait to get his hand on the knowledge of the country and start making good use of it.

After sneaking by a couple of checkpoints, Reaper Shiki and Fubuki were near Yukigakure. He asked the kunoichi to describe her sister so he could locate her with his White Eye of the Kaguya.

As it turned out, Fubuki's older sister was named Tatsumaki and although the hair color was the same between both sisters, when compared to Fubuki who had a womanly body with curves in all the right places, Tatsumaki seemed rather childlike.

She was still shapely but shorter and with smaller proportions, people who didn't know the two of them would say the Fubuki was in fact the older sister despite it not being the case.

(A/N: Think Tatsumaki from OPM but with pink hair. Since there was a Fubuki in the movie and I wanted to expand the knowledge of the Land of Snow that was left unknown in the original, I thought why not.)

With Shiki's skills, sneaking onto the village was all too easy, all he had to do was wait for Tatsumaki to be alone and pay her a visit. Night was already upon them so she had to go to her room eventually which would be the most opportune moment to catch her alone.

By his calculations, by destroying Nadare's main method of transportation to slow his arrival to Doto's location, Shiki had bought himself enough time to settle things with Yukigakure but just to be sure, he wanted to have things settled with Fubuki's sister tonight.

Dutifully waiting until Tatsumaki retired to her quarters, Shiki, bringing Fubuki along, sneaked into the village, undetected and moved straight to his target. Dodging any shinobi patrols and people who worked in the village until night time, he slowly approached his objective while analysing the village as he moved.

Unlike a big village like Konoha or even the relatively smaller Taki, Yuki was even smaller and most of its infrastructure was for shinobi with little to no civilian residents. It was more of a military complex rather than an actual village making Shiki think.

'No wonder the village took such a big hit after the previous Daimyo's decisions. This hidden "village" is purely a military force and has no actual sustenance beyond the funding of the Daimyo and other shinobi missions.'

'Suna has had poor relations with the Daimyo of the Land of Wind since the reign of the previous Kazekage but since they're a fully functioning village rather than a purely military based complex, they can still somewhat sustent themselves for a while despite the obvious consequences of an ever approaching economic collapse.'

It was true, other than the shinobi business, Yukigakure had pretty much nothing else. Rather than a hidden village of the current times, they operated more like a force from the Warring States Period except for the fact that they're permanently contracted to the same country, the Land of Snow.

But all things aside, Shiki was now about to enter Tatsumaki's room, he set up a sealing barrier to prevent anyone from noticing what may happen inside regardless of how violent it may get and it would also prevent the kunoichi herself from both escaping and cut her off from the ice necessary for the majority of her jutsu thus reducing her combat effectiveness to less than half.

The skilled kunoichi immediately realised a barrier had been placed and got into a combat state with full focus despite knowing she stood at a massive disadvantage.

'To infiltrate the village without so much as alerting anyone, setting up a sealing barrier of such a high grade and be willing to engage the most powerful ninja of the village in a closed space . . . I'm right in their hands, the setup can only mean they are assured they can handle me . . . How many?'

Even as the gears in her mind spun at top speed, trying to figure out who the enemies were and what their purpose was, Tatsumaki called out, not showing a shred of fear through her voice.

"Show yourselves!"

"No need to shout you know. We would've shown ourselves either way." Reaper Shiki said calmly as he revealed himself.

"Who the he-" "!?"

Just as she was about to question him on his identity, Tatsumaki spotted Fubuki coming out from behind her mysterious home invader.

Shiki thought, she would start accusing either her sister of being a traitor or him of kidnapping her but, contrary to such beliefs, Tatsumaki instead calmed down.

Fubuki then bowed and greeted her in this moment of silence.

"Greetings Onee-sama!" She said with the utmost respect.

"Fubuki . . ." Tatsumaki started.

"Yes?" Her sister replied.

"Explain everything . . . NOW!" Tatsumaki demanded.

Fubuki calmly looked at Shiki for instructions making him think.

'Daaaaamn! Who would've thought this girl would turn out to be such a good investment? Look at her . . . The sister she loves and respects made a demand to her yet she just calmly and silently asked for my instructions on the matter . . .'

Tatsumaki herself noticed this and asked herself who this man who had so masterfully tamed her dear little sister so perfectly.

But before she could say anything further, Shiki gestured for Fubuki to explain the basics of the situation to her sister before he talked conditions and contracts with her.

"You see onee-sama, it's like this . . ."
