Insurmountable

Zero passed on his direction to the Elders and heads of each Planet of the Alliance before returning to his training. Currently, in the Meeting room, the Heads of each power were discussing the new changes along with the Academy plan.

Ringo, who was sitting in for Zero remained silent as he listened to the deliberations of the Others.

'If I say something the entire course of the project will shift directions because my words have that much power.'

For the first time, Ringo felt the weight placed upon Zero's Shoulders.

'Zero-Sama sits here yet his presence is always felt, he asks questions to challenge the thought process of each of the powers yet he never belittles their Ideas nor thought process. He instead tries to push them in the direction he wants, to make them understand that this is the best course of action or find a better course of action.'

Words of confirmation and understanding were passed from each power to Ringo. Nodding his head Ringo spoke.

"Each Major Power within the next 10 Years is to produce 5 Cherub Class warriors, at least 1 of the Elite Rank, 2 of the High rank and 2 of the Mid Rank. The Minor Powers must have at Least 3 Low-Rank Cherub Warriors."

Ringo's words once again stirred up the crowd. They shouted, sighed, or shook their heads in dissatisfaction, disbelief, or a sense of inferiority.

"We Minor powers are known as Minor powers due to the fact we are unable to compete with the Battle Prowess of the Big 4 or the Intelligence of the Tuffles. Keeping that our most powerful fighters currently barely fall within the Virtue Class. How are we supposed to create a training regime to make them as powerful as The Chairman wishes?"

The One who spoke was the King of the Zarbonian people, King Yuzan, he looked similar to Zarbon who was a part of Frieza's Army. He had pale blue skin with the headpiece iconic to the race on his head however this was the centerpiece of a crown. He wore luxurious black robes with earrings a similar shade of blue as his skin. Like all members of this race when he was in his base form he was a Beautiful man whose Purple hair had slight grey on the sides of his temples.

His words seem to address the major issues the Minor Powers were having as many nodded their heads in agreement.

Then a powerful voice resounded throughout the meeting hall.

"If I did not have a Plan do you think I would ask this of you all? I understand your concerns but If you maintain that mindset that the Minor powers will never have a Battle prowess as the Major Powers your race will become nothing more than servants of the powerful."

Ringo was a bit unsure of how to calm the hearts and minds of the Minor powers but Zero's words saved him from misfortune.

"Of Course that also means if a Minor Power fulfills the Standards of a Major Power they will be promoted and the lowest ranking Major power will be demoted."

Zero's words caused a massive amount of unrest in the Hearts of the Major powers while the minor powers grew excited.

"Every 10 Years the Supreme Power of the Southern Galaxy Alliance will host a Tournament. This Tournament will determine the Overall Rank of each Power within the Alliance, which will determine the resources and assistance they receive. Therefore once this 10 Year Time Limit you all were given is up, the First Tournament will happen and every 10 years after the first."

Now no one in the room was calm as everyone's position was uncertain.

"The participants of the Tournament must be at least 16 years of age, their battle power must be at least of the Dominion High Class, killing or sabotage before, during, or after the tournament is forbidden. As we move forward there will be more concise rules but these are just guidelines.

Now that I have settled the ranking system, Ringo will inform you all on the Academy that will be built here on Planet Zero to facilitate the growth of our youth."

When the Ki belonging to that individual left the room everyone took a large sigh of relief.

"Zero-sama's presence is getting larger and more powerful by the day. What kind of training is he doing?"

The power they felt just now invoked the fight or flight response to their body, a basic instinct of survival. The man wasn't even present in the room yet his power made them all fear death. Even the more powerful Kianko Elders had their backs drenched in sweat as they shivered in fear, as they were more powerful than the rest they felt the Depth of that power.

'The Gap has become insurmountable.'

Ringo calmed his nerves then told everyone the academy plan.
