Island 6 is restricted as it's the place where they grow crops and farm animals. Island's 7, 8 and 9 are the entertainment and shopping district's. Island 10 is the gathering place for criminals and other lowlifes.

With Carmen

At this moment Carmen led the ladies to shop around on Island 8. However at this moment a problem occured. Poor Sham, Buchi, Gambia and the people that followed them became bag carriers.

As for the real problem it's that they ran into a group of marines here on the island. Although Carina and Carmen don't have a bounty. The others in the group do have a bounty. Sham, Buchi and Gambia each have a 80 million Beli bounty now.

So the acting Marine Rear Admiral who saw them couldn't help but want to act. Although orders said not to conflict with the Disaster Pirates. As a hard liner who followed Admiral Akainu he didn't like the idea of having pirates just walk past him.
