For nearly 2 decades mortals and Phoenix borns were in harmony, but it only lasted to when a accident with Phoenix newborns that's when the laws came along. Mortals in fear decided Phoenix borns were too dangerous so a group of mortals known as the Order gathered their forces and hunted down the Phoenix borns.
