A wing district rules over hundred of people,whatever step or action a kingdom official wants to take must receive the permission of the higher ups.

They collect taxes and send them to their direct superiors which is a Duke the ruler of a district.

A district is always in control of at least ten wing district,Arc district had twelve wing district under its control.

The competition which Ethan wanted to participate in is a district competition that every young warrior just like Ethan would want participate in.

The competition was meant to admit elite warriors into Rainbow flag Sect the sect controlled by the authorities of Arc district.
