A person's Qi and Body have to both trancend to the Godhood stage to be considered an official Godhood.
Qi is also used for terms and Chakra and such as they are almost the same thing and I will consider them the same thing in the story for now until other types of energy will be introduced such as Ki.
This is the ranking I will use to determine characters. I will do analysis checks on characters and abilities to make sure I don't overestimate or underestimate their powers and accidentally put them in the wrong realm. Characters such as Kaguya can be considered a War God as her abilities are really hard to estimate. Please leave suggestions and comments to help me out characters in the right ranking so I don't mess up later chapters.
