After saying those words, Rika walked out of the room although she could be seen to be a bit more relaxed.

No, Shizuka isn't a lesbian, although in the Ova she is shown to be Curious, and no, I don't plan on making her a lesbian either...it's possible that something will happen between the three of them in the future but I'm not sure.
