Just to be clear, an E-Rank Hunter can become a National Level Hunter, but resourcefully impossible.

What differentiates National and S-Rank?

Nation Rank Hunters have a sub-skill that is different from their class (Telekinesis, Healing, etc)

Thomas Andre [Tank] but has Telekinesis

A normal Tank can only and will only have ONE skill. While also having the passive ability of High durability and strength.

-Capture (Telekinesis, was able to bring Kamish down from the aky)

-Collapse (Smashes his fist down and creates a massive shockwave)

-Power Smash (Infuses Mana into one arm and adds power into his punches)

-Spiritual Body Reinforcement

A National Rank hunter has a huge loadout of skills

Kim-Chul - Only had Taunt

Ma Doongwook- Gigantification

Hwang dongsul (Brother of Hwang Dongsu S-Rank) -Only had Enhance power

To those asking "Won't there be more S-Rank Hunters then?"

There will be but not a lot.

Like I said, they increase their power from the cores inside of the Monsters they kill in dungeons.

An S-Rank can only IMPROVE their strength from A-Rank Boss Cores, or S-Rank cores.

For an A-Rank to upgrade to S-Rank, they need A-Rank Cores or B-Rank Boss Cores

(That means after reaching their Peak, they cant imrpove any more from low-rank stones)

What that means is, if your potential is an S-Rank, then you can use a buttload of E-Rank stones to reach S-Rank. But to go beyond S-Rank, you need better stones

If an E-Rank hunter were to try and absorb energy from an S-Rank core...well...he'll turn to dust since their bodies are naturally weak.

And I believe a higher grade stone has a denser amount of mana, so even absorbing a tiny amount would be alot.

So why won't there be alot of S-Rank?

Resources are limited, A and S-Rank Gates don't pop up like at a constant pace...or humans wouldve already died.

Other information:

Places like the Antarctica, Uninhabitable places, or generally where Human and Hunter Population is low, there WILL be a ton of Magic Beasts since there is no one to clear the gates.

The sea and ocean could also be dangerous, Gates spawn randomly, so an ork tribe could technically spawn in the sea and just drown...or a sea tribe...who knows.

Now to explain Kara's powers, yes her Magic does lie in Imagination, but she needs a clear imagination for the spell to be strong and effective.

Can she manipulate time with it?

Yes, but probably like 1 Second and fall flat the next second due to Mana exhaustion.

So is Magic with imagination OP? Yes and no

Yes because you are not restrained by the process.

No because you do not know the process, if you know the process then you will know how to effectively become efficient.

Kara is a different Flugel, a Flugel in NGNL have their own libraries filled with knowledge about magic.

Kara is still a baby in everything, from body, mind, and soul if compared to a Flugel in NGNL (Youngest shown there are centuries year old)

Jibril is the best, but she's thousands of year old.
