4 Governance I

During this time, Amulius is the de facto leader of the Romavena town. Everyone listens to his commands, but there is no clear appointment of him for this position. All along, Amulius wants a proper appointment for this role as he has ambition for himself. He told Justus that before they form ministries, an appointment of a formal head of governance should be in place. Justus asks all Roman citizens. They held a proper appointment by public approval.

"Today, we are gathered here because we are in a situation where we need a leader. A leader that is duly approved by everyone in this town. I want to hear your nomination. You may nominate now." Justus told the crowd as they started to speculate and murmur among themselves.

"Why can't we just let Amulius be the leader?" A plebeian shouted from the crowd since he likes the way Amulius runs the town. Everyone agrees with him since there is no need for the public approval for his appointment.

"Yes! Amulius will lead us to the right way, back to Rome!" The crowd then applauded this statement from one of the patrician this time. The people in this town are from all class of society, but the way they are living now is like the societal class is just a classification but it didn't differentiate them from one another.

"Then by my right as a Roman patrician, I appoint Amulius Julius Caesar as the governor of this territory by power of public popularity." Justus ceremonially announced in the crowd the formal appointment of Amulius as the governer of this soon province of Rome. Amulius then stands up from his seat at the stage, he walks forward to the center and raised both his arms as he greets his people. Cheers from the people reverberated to the whole town. There was no other nomination, Amulius won the position without any competitor. This proves that his popularity amongst the people soars.

"I would like to take this opportunity to appoint ministers that will help me run this soon province of Rome. The appointed ministers will also be Senators that will create laws. However, I will create changes as to social classes. The appointed Senators will be the only Patricians, their family or relatives doesn't count. Also, the Senatorial position cannot be inherited. Upon the death or dismissal of a Senator, the council shall nominate a new member from the Plebeians. The social classes we held back in Britain will be meaningless, a Patrician who is not part of the Senate is considered a Plebeian. The slaves today shall be considered as Freed slaves second to Plebeians. The freed slaves shall be granted a Romavena citizenship status, at least in the eyes of Romavena laws. As of now, the slaves that Romavena have are the goblins. Then now, I shall announce the appointments of Romavena council. " Amulius announced to the hinted the people his intention to rule these lands in a long term. By these words, the Romans knew a glimpse of his plan in mind but they just obey to it since there is no other choice and it is for the good of all.

" For the position of Minister of Agriculture: Senator Felix Drusus. I believe his talents and experience will be of great help in enriching this province."

"Minister of Military affairs: my optio and personal equite, Senator Cassius Alba. I trust his confidence in handling our Military affairs."

"Minister of Peace and Order: my Tesserarius, Senator Marius Brutus. He will be responsible in keeping the town's peace and order, he will keep every person here safe. And will see to it the enforcement of law."

"Minister of Infrastructural Development: Senator Rabirius Flavian. He is a master architect and scholar of Rome despite his young age. We are lucky to have him with us."

"Minister of Medicinal Arts and Science innovation: Senator Adrian Varro. He is a doctor and a medical scientist. We are also lucky to have this intelligent person with us."

"Minister of Registry, Records, and Taxes: Senator Aulus Celsus, everything will be recorded."

"Minister of Economic affairs: Senator Titus Marcellus, I trust your excellence in establishing our commercial system."

"The Prime Minister of the court and Minister of Justice: Senator Justus Julius Cato. From our historic and legendary lineage of the House of Julii, our family is an expert in governance. You are in a fair society."

"That concludes our event today. I have urgent things to attend to, I shall take my leave. Thank you everyone."

Amulius left the stage. He did not include in his public appointment the intelligence unit under his command because he wants his spies and assassins to be a secret. The scouts that he talked about earlier is just a front of what they really do, Shadow know this long ago. Shadow as the most senior and the head of the Scout team knows that their scope of operation doesn't stop from scouting, but they also conducts Spy operation, assasination, arson, sabotage, and many more. Amulius treats this little organization of his as the trump card of House Julii, as almost every member from the House of Julii employs more Secret agents since the death of Julius Caesar, the pride of their lineage.

In the evening after the square announcement, the Senators gathered in Curia, a place inside the Comitium.

"Our current objective is to strengthen the Town without compromising our developmental progress. Every Ministry is expected to work hard to hasten our Town development. I want to be honest with you, we are currently in a mysterious place. This place has creatures that is not existent in the Known world. There are goblins, good thing we can handle it. But there are more dangerous enemies out there. Orcs in the far west, Harpies in the northeast and Trolls in the far north. It is inevitable that we face them in battle. Its either they are on offensive or defensive. Our return to Rome is still a far dream for everyone. We must work hard." Amulius addresses the council with a sense of urgency to act. They are actually in a dire situation where their survival is in danger. The Senators know this, they also have idea of Amulius's dream to set a kingdom for himself here. However, these Senators of his are mostly loyal to him. Rome is but a distant land for them, even since when they are in Roman Britain.

After his address, Amulius left the stage to the Senators. He wants these Senators to show their talents in their respective Ministry. Amulius knows that the more he intervenes in each Ministry, the more these Ministers will lose trust in him. He also doesnt want to hamper the developmental plans of these Senators so he left the stage and sat to the governor's chair. Right after him, each Senators went to the stage to showcase their projects for their respective Ministries.

"As the minister of agriculture, I will expand further the farm fields that we currently have. I also plan to create a team for crop and domestic animal discovery since this land is a mysterious place. There might be other crops that is edible for us and domestic animals that may be another source of food. I request for a cooperation from the Military affairs to assist us by clearing any possible danger that we may encounter in the field. Also, I request the architects to help us expand our irrigation system since we badly need more manpower. Thats all. " Felix is a visionary, the Town population may still be small for now but he knows that soon the town population will grow and it will need to expand. The nearer fields will be occupied by the town expansion, that is why he plans to further expand the farms even at a slow pace.

"Yes, Felix. We will prioritize the construction of Irrigation system in the farms. As for other projects, we plan to create a dam in upstream of the river where our aqueduct is connected. We aim to finish that project in a month. We also have the plan to create canal system inside the town while is not yet developed. The canal system that we currently have in mind will not compromise the roads that we already have inside the town. Thats all, thank you. " As a scholar of architecture from Rome, Rabirius wants to make the town Romavena as bustling like the city of Rome. He knows the importance of creating a dam for the aqueduct and the canal system inside the town. These essential infrastructure will help stimulate growth of the town.

"As the minister of Military affairs, I plan to expand the palisade that we currently have. The expanded walls will also be made of stone since we have bountiful supply of stones from the mountain. Considering the threat posed by the Orcs, I request to prioritize the construction of the wall for the safety of all. Remember that wall works every time. As to the issue of our battle power, I already assembled a team that creates Roman war machines since we have brought blue prints of it. It includes ballista, scorpions, onager, chariots and many more, but as of now we can only create 2 repeating ballista in a week. I also plan expanding the expeditionary team since we want to know more about this place, we are creating a geographical map, territorial map, and as much as possible a political map. We are already aware that this place has different kinds of intelligent species that are mostly humanoids. Finally, ae propose a mandatory basic military training for all patrician and plebeians included in a 2-year military service. I hope everyone agrees." Cassius knows a lot of military ideas from Amulius, almost all of the projects that he said here are mostly from Amulius. A military man knows that a map is very important for any military operations. The wall is an essential defensive structure since the beginning of almost every civilization. The Romans consider the walls as their last line of defense because they want a head-on battle as much as possible. The wall will also keep any enemy agents or dangerous animals away from the town.

"Any objection regarding mandatory 2-year military service as proposed by Minister Cassius?" Justus interjected right after Cassius' speech. Justus also knew that this idea came from Amulius that is why he did not objects nor approved.

"Will we not fall short on manpower in our ministry? And is there any exception for that?" Rabirius raised his question since he needs more men than any other ministry. Everyone knows that in order to fasten the pace of construction, it needs more labor, the pyramid is an example to that.

" Thank you for asking, I propose a 2-year military training and service to men and women who are aged 16-28 years old. The people who are in this age bracket may choose whenever they want to render service but once they reach 28 years old, the military will knock on their doors. I rely on the minister Aulus for records. As to the issue of shortage in manpower, we will only conduct the service batch by batch. A maximum of 200 person per year. The service will not only be limited to military operations, we will also conduct community service such as cleaning the community." Cassius was already briefed by Amulius as to how they will conduct the military service. Everything is according to the plan. The ministers didn't raise any more questions or argument. The proposal is already approved by the Ministers.

" In Ministry of registry, records and taxes, I will continuously gather information from all inhabitants, total number of our people and their ownership. I expect full cooperation from all Ministry." This position is the most tedious job, Amulius appointed Aulus in this position as he is the most trustworthy person. Aulus doesn't take sides, he is also an observer. He likes to collect information and maintain good records for everything. He is well-organized and a perfectionist. Aulus can be said to be perfect for this job.
