18 Clamouring people

"Senator Felix reporting sir. In the agricultural sector, our food supply is more than enough to supply Romavena for a year. We need market channels to push our excessive goods. I've been coordinating with the Commerce ministry but they said that the Orc's diet is not of human, they are meat eaters. Also, we had expanded the rice, wheat, olives and grape fields to the outskirts of the town since Senator Rabirius advices that the Town will soon expand. As for the agricultural lands, Senator Aulus made preparations to grant rights of these lands to people according to their merits. The bureau of fisheries under ministry of agriculture is doing a good job to put another food to our plates, while the bureau of domestic animals are still lacking of cows and pigs. The chicken is on oversupply Emperor, but we are trying to introduce new meat diets to our people." Senator Felix paused for a while before continuing.

" I also took the liberty to form the bureau of textile engineering. The sheep's wool that we are currently producing is not enough to supply 3,800 plus population of Romavena, that is why decided to experiment on how to make the flax and cotton plants that we found to turn into fabrics. If we succeeded, we can produce Linen and cotton fabrics. As of now, we are currently lacking of labor force since most of the ministry's manpower are into food sector, wood production and mining. And a bulk of our town's population are in the construction. We already tap on the labor force of women in the town, but I believe that we must find a way to increase our labor force. That's all, imperator." Senator Felix ended his report and went back to his seat.

" Thank you Senator Felix, I shall address your concern on the manpower." Amulius said to Felix, he noticed that the Agricultural ministry is efficient but lacking in manpower.

'I see. No matter how much we want to improve our town, I should find a way to increase our labor force, maybe I should also involve the army in agriculture on a shifting basis.'

"Senator Rabirius of Ministry of Infrastructural development, reporting. We are currently trying to convert all of the town's infrastructure into a brick, but as we all know that we are lacking in manpower. We have all the resources available to build a city that can rival Rome but we are severely lacking on labor force. Amulius nodded to Rabirius, he is relieved to know that the ministry of infrastructural development are in good condition and the only problem is the manpower too. New trained businessmen will be installed in the commercial district. The ministry of economic affairs and ministry of agriculture has also launched a joint project to form the Bureau of Supplies which will be under the direct authority of the Emperor, where raw material products from Ministry of Agriculture will be bought by Ministry of Economic affairs and then loaned to the businessmen of Romavena town. All businessmen in the town are registered in the Ministry of Economic affairs. All of the dealings of the ministry will involve the Ministry of taxes under Senator Aulus. Aside from that sir, our manpower are not lacking in the ministry so we can afford to assist other ministral projects. That's all imperator. " Senator Titus ended his report. Amulius must kept in mind that this Senator is not wholeheartedly loyal to their cause, since this person is just going with the flow and will side the highest bidder or the winning SIDE. Amulius just nodded to Titus and did not say anything.

"Senator Cassius, sir. The ministry of Military affairs halted the production of Roman warmachines to supplement the needs of other Ministries. Our soldiers are either on patrol duty, guard duty, helping cleaning the town or in agriculture and construction. However, our training exercises were not halted as we conduct daily intensive training for our soldiers and the first batch of citizens rendering their 2-year military service. He is smart enough not to reveal to the other Senators their military operations. Amulius did not make a sound or reaction as he took the parchments, he signalled Cassius to report to him in Regia later.

"Senator Adrian Varro, Ministry of Medicinal arts and Science. Our first functional hospital are now ready, it is situated near the center of the town. I currently have 5 apprentice, but I do not dare to touch the military surgeons. I also took the liberty to establish the school of medicine where the military surgeons will teach their knowledge, of course with the blessing of Senator Cassius. The school and hospital are just in one small compound near the Rostra. Our researches and experiments are also being held in that school." Adrian paused for a while before continuing.

" About the orc that you captured before, we found that their body system are almost the same with humans. But the sizes of their organs are much bigger and harder. Everything that guy said did not sink in to his thoughts since he just longs to finish this meeting and he'll bang girls later then go to adventure.

"AMULIUS! Are you listening?!" His uncle Justus went to the podium while Senator Marius is speaking. Justus noticed that his nephew is not taking things seriously now, precisely sleeping. He have no choice but to have his attention. Amulius was like a sleeping chicken who was woken up by a loud shout. As soon as Justus noticed that Amulius is now awake, he continues.

"Did you not know the severity of the situation?! The people are not happy anymore." Justus said to Amulius.

"What do they want?"

"They demand the orcs to be made slave! And instead of befriending them, we should've crushed them. There should be no mercy to the monsters or else they will be the ones to eat us." Justus replied.

"No, that couldn't be done. Tell them that we have a plan. They should not worry." Amulius said

"There are also people who wants to leave the town to look for adventure." Justus said.

"As of the moment, there are demonstrations in Rostra sir. Our town guards couldn't stop them. They will not be punished if we arrest them, they know that they will just be sent to other labor camps." Senator Marius said.

"Prepare the guards, we will have to pacify a bunch of disrespectful mob." Amulius strode off.

Amulius, Justus, Marius, Cassius and 50 guards arrived to the square. There is a mass gathering in the area which is most probably numbered to a hundred. Amulius plans to teach them a lesson, since he did not want another Spartacus to rise in Romavena. He highly disagree slavery in all levels, he may be a Roman but they have different ideals. The Roman empire survived using violence and slavery, but there are also time where these things hits back. Spartacus Rebellion is the perfect example of that. Now that they are in a different world, he should curve the Romans' tradition of violence and slavery.
