I was wrong, Summoning has neve use user been abolished they just don't practice it anymore since it will steal young or other people's contracted beast, but the nobles don't care especially ones who don't have familiars, especially Louise.

I was just a backup if the summoning goes wrong(implodes) so I would still have to meet Saito and deal with his protagonist aura if nothing goes wrong.
