He didn't expect that there is such an elaborate play going behind the scenes. He knew that things are a bit chaotic, but Shijin actually did something great. He laid out such an elaborate scheme to not only get custody of the child in his own clan and also get into a relationship with another clan that will gain custody.

In a way, he is destroying his own rivals in his clan, establishing himself as the next in line. He is destroying a rival clan and converting another rival clan into a deep ally solidifying the position.

In all the chaos that is going on, he didn't miss the opportunity.

And Sam is also happened to be great at using circumstances for his own benefit.
