It read:

"Greetings to you my dear brother. I am sure you know that my men have already attacked your border. I can assume you know the number of citizens that have died. Well, I present a solution. Why don't you give me your darling beautiful daughter Princess Fei Shu. And I have my men withdraw. You and your ministers go to war or agree to my decision."
