"What the hell are you doing here, Adrien?" The moment when Adrien finally gathered some courage to walk and stand in Octavius' way in order to talk to him, Arthur who came out of God knows where suddenly grabbed his arms and pulled him back to where he was hiding just to ask what he was doing here while everyone is waiting for him in the hall.

Adrien was surprised to find Arthur behind him and due to his surprise and the time which he took to process what has just happened when he turned around to look at the hallway, Octavius was already gone which made his last chance and the time he spent gathering his courage to call off this engagement after talking to the emperor go out of the window.
