Two weeks after staying in Avalon city, I teleported to Human lands Northern Borders. As soon as i appeared at the borders, millions of soldiers pointed their weapons at me, thinking of me as an enemy. It is only when Wu Yi, revealed who I am, that they kneeled down and started to apologize to me. I just praised them for being alert and doing their duties perfectly. During that night Dinner i ordered Wu Yi, to select a group of strong loyal soldiers and arrest all the warlords and seize their properties. I don't want to have strays running around in my Empire, as they wish.

Next day morning, i selected a good place and placed a large teleportation formation, connecting directly to Avalon City. It took me entire afternoon, before I completed the whole formation.

I used my soul scan to clearly observe the entire human lands after that. The population of entire Empire is not even close to 100 billion, during it's heyday, the population was easily 10000 times the current number. The entire lands are divided among the warlords. Save for their domain capitals, all the other places are poorly maintained and almost on the brink of extinction. There are only a few number of farmlands compared to the Empire vast size, most of the citizens are used to mine for minerals and spirit stones or recruited as soldiers. Other Citizens formed into various groups by robbing the Merchant Caravans and killing. There is an entire parallel underworld government running with vast numbers, compared to even the strongest warlord.

They stretched their influence by taking the absence of the strong government and rooted deep into all parts of the Empire. The leader of this Underground society is Frank Welsh, Mid Level Paragon. He operates this Underground network from the capital city Eden. Frank Welsh and his organisation are going to be huge problem for my Empire, if i let them run free. So I moved to their base in Eden City.

Eden, may be the capital of the human race, but it also didn't escape the cruel fate of time. Almost all the buildings are close to ruin, the commercial district is almost empty. Few sects members can be seen here and there with luxurious dressing, compared to the original residents. It looks like even some minor sects, started to rob the Empire of its riches.

Frank Welsh was having a meeting with the core members of his organisation, when I appeared before them. I have to say, they really are enjoying a luxurious life. Be it the way they dressed or the objects in the room, all of them cost a small fortune.

"Frank Welsh"- Ichika

Frank is a 6ft blonde old man. He is surprised at my sudden arrival and when he recognized, who I am, His face immediately became pale, while his followers took out their weapons, to attack me at a moment notice.

"Frank, I am giving you and your members a month time, i don't want to see a single member from your organisation in the empire. You can only stay in the Empire, if you surrender and accept the punishments according to your deeds. If I still see anyone after one month, then i will personally kill you all."- Ichika

With that said, i vanished from that place. After one month, Wu Yi was able to arrest all the warlords, there were some who wanted to struggle, but calmed down after mentioning my name. During this month time, the clans in Vanguard Zone also started to arrive one by one. They didn't move towards the Capital city. They just made temporary housing at the borders.

Frank and his followers decided to surrender and accept any punishment. I don't want them to rot in their cell. They have a very good network in the Empire, so i decided to use them to gather intelligence and only left them, after I placed powerful restriction seals on them.

After one month, I moved to Faith Palace. I already gave Zetsu permission, to go through the tenders and weed out the useless ones. On my return, he presented to me only a single application.

"Mother of all the companies, only this Nightwings came close to our goals. They prepared a good demo with the entire human lands into picture."- Zetsu

I started to go through the demo details. It is a good one. They divided the entire human lands into 5 zones. First zone occupies 10% of the land, 2nd zone 25 % of the land, 3rd Zone 20% of the land, 4th zone 35% of the land and 5th zone is 10% of the land.

First Zone is the entire Capital City. They completely redesigned the entire Eden capital with commercial, Noble, Civilian, Military, Administrative districts and Royal palace. The new Eden is more like a fort, rather than a City. The walls are raised closed to 800 meters and are wide enough to place proper defensive equipment. There are 8 entrances into the city. The surrounding 10 Million miles of the city was completely left open for agriculture, future expansion of the city and free maneuvering of military forces in case of a siege.

Second zone is outside the domain of the capital city Eden, 8 Super large cities are designed with a million mile radius, surrounding the First Zone in a circular formation. With small towns surrounding these large cities every 100000 miles and villages surrounding these small towns every 10000 miles.

Third Zone is rich in mineral deposits. So it was designed to accommodate mining factories, manufacturing companies and Herbal plantations.

Fourth Zone is completely designed with villages for pure agricultural products and animal farming. It is more of a Mortal zone separating them from cultivators.

Fifth Zone is completely Military zone. It consists of forts, soldier camps, family quarters and training areas.

All of these zones are left with enough space for future expansion.

The next day morning I met the 3 representatives of the Nightwings and went through few more finer details of the project plans. I also came to know that they manufacture military equipment and weapons.

"Your Majesty, we will first start with the Capital city Eden and slowly move towards the outer zones. It may take 300 years to completely construct Eden City. We will mobilize our entire workforce completely on this project"- Alvian.

"300 years is a good time, depending on its size. Then the total Empire will need close to 5000 years before it is finished right?"- Ichika

"Yes, Your Majesty, 3rd zone can be left with the business companies for development, while 4th zone can be left with civilians with few government officials overseeing their settlements. We only need to spend more time with 2nd and 5th zone"- Grim

"Still 5000 years is a long time for me, do one thing, distribute the project among your allies as a sub project and try to speed up the process.Don't worry about your profit share, as long as you can finish the work with in time, I will give you special bonus. If you can do it in 4000 years, I will pay a quadrillion peak grade spirit stones as bonus and if it is completed in 3000 years, I will pay you double."- Ichika

All 3 of them nearly fainted at my words, but I can clearly sense their competitive spirit. I also gave them an advance payment of 100 billion peak grade spirit stones. After finishing our discussion, they immediately ran out of my office.

Then I summoned Jean Silverstone to my office. I revealed to him about the future invasions of this world, at first he was shocked, but he soon decided to place his faith in my words.

"Jean, I want you to go meet all the royal families of the other races and personally reveal to them all the details about this invasion. Tell them to strengthen their defences and increase their military forces. It is up to them, if they want to believe us or not. If they believe us, then we will be happy to work with them in the future to face this threat, if they don't believe us, just gift them some presents and leave them to their fate."-Ichika

"Your Majesty, should I visit the Beast race too?"- Jean

He is clearly afraid to meet them, but he is the only senior statesman in my Empire.

"Yes, we owe them an apology, for how our people treated them so far. We must reestablish our relations, it may take some time to gain their full confidence, but we have to take the initiative first"- Ichika

With that said, I gave Jean a Giant Battle Axe and protective talisman.

"The Giant Battle Axe, is the personal weapon used by their First Emperor Gray LionHeart. He died during the first humanoid and monster war. He is the strongest Emperor of his time. when the other races were being overwhelmed by monsters forces, he alone stayed back to cover the retreat of his allies. He fought hordes of monsters alone for 70 days before perishing. But that time was enough for all the races to escape to safe places. It it weren't for his sacrifice, we all would have long died at the hands of the monsters. My ancestors, found this Battle Axe 2 trillion years ago in a monster cave. I guess it is the perfect gift, to restart our relations.

As for the talisman, it can protect you even from a full powered attack of a peak Paragon, if you are in peril, you can fill it with a part of your qi, to teleport back to the Faith Palace. "- Ichika

Well Ichika actually found the Battle Axe in the Blue Dragon cave and Gray LionHeart is indeed the saviour of all humanoid races. After listening to the story of Gray, I can see clear determination in Jean eyes to meet the beast race.

"Your Majesty, what about the coronation ceremony?"- Jean

"The Empire is still in turmoil, so we will prepare only a simple ceremony. We need to wait at least 300 years for that. During this time, I will be placing strong defensive barriers, enough to cover the entire Empire. This work will keep me occupied for a while.

Zetsu, prepare enough gifts for all the royal families and hand it to Jean"- Ichika

"Your Majesty, few of the sect leaders wanted to open their branches in our Empire? What should I do about them?"- Jean

"Give them a big NO. I am not going to encourage sects in my Empire. They may act independent, but they are developed from the resources of our empire and its members are our citizens. Yet, when we even show a single moment of weakness and need their help during crisis, they will give infinite reasons to show their back to us or even try to take over the Empire itself.

I will rather direct these resources to our Empire soldiers, who will lay down their lives if it is needed."- Ichika

Both Jean and Zetsu, agreed with my words. Sects may be a part of the empire, but they will always be an outsider, if you allow them to grow more powerful, then it will be a huge threat to the stability of the Empire itself.

"Zetsu, contact Media sects tomorrow. Give an advertisement, that we are recruiting large number of scholars, Engineers, Alchemists, Formation Masters, BlackSmiths, Military Instructors and Administration officials.

They will be paid well, according to their ability. They will be provided with additional bonus, if they show good results. Also their race doesn't matter, as long as they are loyal to the Empire.

Also purchase all the food supplies available in the Vanguard zone and discuss with other businessman about the steady supply until our Empire is back on its feet.

Jean, select a few of your most trusted subordinates and organise relief camps throughout the empire. We don't want the citizens to starve, as we are rebuilding it."- Ichika

After a quick nod, both Zetsu and Jean left my office. Sigh, it looks like I will have my hands full for the next few million years.
