31 KAGE SUMMIT PART 2

Although the lunch was delicious, none of them seemed to have an appetite. So we finished our lunch quickly and resumed our meeting. It was General Mifune, who started the proceedings.

"Even though we Land of Iron, never involved militarily with Ninja villages, this concerns the entire fate of our Shinobi Continent. So we Samurai will also participate in this war. Everyone agreed with Terumi san words, it is good to have a symbol of unity.

" Good idea on the headband Terumi san. But if you will take my words into consideration, then i will be blunt about my choice of words.

Starting with you Terumi san, since your village was in isolation for a decade, most of the shinobi don't know what you are capable of, so the stability of your command will be in question and most of the ninja will be reluctant to follow your lead.

Second Raikage A san, even though he proved to be a good kage for the past 11 years, he still has that headstrong attitude, which is not a good quality of a military leader as it will lead to more mistakes, which may prove costly.

Third Rasa san, he is a good kage, but his military exploits and knowledge is not enough to qualify him as a leader.

Fourth Onoki san,he has become old and his tactics are extreme at sometimes which will question the very stability of our coalition.

Fifth Myself, the Ninja will never follow a Samurai.

So the only option is Ichika Uchiha Hime. She is young, but proven herself time and time again. Of all of us here, She has the more respect even among her opponent villages. The Shinobi will follow her lead, as if their own leader.

"If it was anyone else if you have chosen Mifune san, then i would have rejected the proposal. Ichika Hime, has more fame than me in my own village. If it is her, then my ninja will follow her without any question."- Onoki

"Same here Mifune san. If it is her, my village ninja will follow her too, afterall she reduced the problem of our food shortage."- Rasa

"I heards nothing but praises regarding Ichika san, so i will rest my confidence in her."- Terumi

"Me and my village will follow each and every order of Ichika san."- A san

Well most of them were surprised at A san determination, because they expected some kind of rejection from him. But i know, the reason behind his determination. He thinks i am the second coming of a sage.

"I thank you all for placing your confidence in me. So as the supreme commander of the Coalition forces i will speak my thoughts and opinion of how we are going to proceed from here and the commanders i am going to choose for our soldiers.

First and main problem of our shinobi village is, we never fought any wars as a army. Even during the 3 shinobi world wars, it was almost fought in squad and numbers. Since we are going to fight now as a combined army, we should start focusing on improving the teamwork and unity among our soldiers.

Second, we must not neglect our village missions, otherwise it will destroy the reputation and economy of our villages. But we will also focus on our village defences too in case most of our shinobi are fighting.

Third is the protection of the various Daimyo's, ministers and influential figures. We must make sure to keep them safe, to keep our enemies from gaining any upper hand.

So i am going to split our combined forces into 60% soldiers, 30% for village protection and 10% towards Daimyo's protection.

Most of the soldiers will be divided into divisions and we will direct the missions from our villages towards these divisions, it will not only increase our revenue, but will also increase the teamwork between various village soldiers.

Shikaku Nara will be the chief strategist of our coalition forces.

Raikage A san will the second in command to me.

The First Division is Mid Range soldiers and they will be lead by Darui from Kumogakure.

The Second Division is Short Range soldiers and they will be lead by Kitsuchi of Iwagakure.

The Third Division is Short and Mid range soldiers and they will be lead by Kakashi Hatake of Konohagakure.

The Fourth Division is Long Range soldiers and they will be personally commanded by me. Rasa of Sunagakure will be the proxy commander in my absence.

The Fifth Division is Special division and will be lead by General Mifune of Land of Iron.

The Sixth Division is Logistic support and Medical division and i want Tsunade Senju to lead it.

The Seventh Division is Surprise Attack Division and will be lead by Baki of Sunagakure.

The Eighth Division will be Sensor Division and will be lead by Ao of Kirigakure.

The Ninth Division will be Intelligence Division and will be lead by Inoichi Yamanaka from Konohagakure.

The Tenth Division is Daimyo Protection Squad and i want Terumi san to personally lead it.

Every Division will have good number of sealing masters.

Granny Naori Uchiha, Lady Chiyo and Aito Yotsuki will be the military instructors of the coalition forces.

The University of Fire will act as temporary headquarters of our Coalition forces until the one in Kumogakure is built. All the missions will be directed to the respected division commanders and they can discuss with other division commanders to complete the missions. When they are not doing missions, they are to be drilled to the bone during training sessions.

Any doubt till here or you want to make any changes to my decisions, please speak up"- Ichika

I appointed proper leaders according to their experience and management ability. There was no objection to my choices after they went through all my decisions, except one.

"Hime san, should you personally take to the field? It will lower our morale if anything were to happen to you."- Onoki

"Thanks for the concern Onoki san. I will not only lead my own division, but will also send most of my clones to other divisions for support. Remember i am a Medic nin too. I will make sure to reduce the casualties as much as i can."- Ichika

Onoki and Rasa personally experienced my healing abilities and the other kages have enough information about it.

"So onto the next topic. We must send evacuation notices to Land of Hot water and Land of Frost civilians, as they will become battle zones. We can accommodate these civilians in Iwagakure and Konohagakure. They can return once the war is finished. Onoki san you will personally talk to these Frost and Hot Water country leaders and oversee the evacuation process personally.

Second we must select a large number of able bodied civilians and train them in physical abilities and skill. They can be used to help us if they are properly equipped and directed. The Civilians should also be drilled to follow proper evacuation procedure towards safety bunkers without causing any problems."- Ichika

Onoki and Rasa san both nodded at my words.

"We must mobilize proper resources to built two military forts at eastern Kumogakure and Kirigakure. We will also need to build weapons factory to supply our soldiers with proper ninja tools. I have already discussed with Daimyo of Land of Lightning, he agreed to provide us with metals. I think, Tanigakure is the proper place for us to build a weapons factory as it is safely located between Konohagakure and Sunagakure, behind enemy lines. So there won't be any attacks on it.

Select those who are good at sealing arts too, i will teach them the various sealing techniques and explosion tags manufacturing."- Ichika

"Ichika san, aren't you forgetting about Akatsuki?"- Terumi

"Once the news about the Barbarian Continent is officially released to the outside, Akatsuki will also wait for the invasion, as it will provide them enough opportunity to us attack us from the back. So no need to focus on them for the moment, we will concentrate totally on strengthening our Soldiers. I will be personally dealing with the Akatsuki when its time.

We will be moving all the jinchuriki to Genbu Island, to train under Killer B san. Jiraiya sama will be in charge of the protection there."-Ichika

After that, the next 2 days were spent talking with the various Daimyo's and taking their permission to move forward. We also discussed about allocation of funds and identifying proper strategic places and ambush points. The news will be officially announced to the whole continent tomorrow.
