28 Interlude 3
I would like to thank Mordai for writing the threat rating doc and giving me permission to use it. I actually have a spacebattle's contributor tag on my discord if any of you feel like writing or contributing to the story in any way.
I have been busy for the past bit going through my last two weeks at my previous job and I have had a rather packed training schedule for my new one. Hopefully, I'll get more free time to write soon.

A leaked document had been posted on PHO. To say something had broken the internet is rather common in the age of parahumans however to Dragon, This document literally set the sever room for the PHO website on fire crashing the entire site.

Ratings: it is believed that all of BB70's previous ratings are due to sandbagging when conducting initial power testing. This is supported by footage from the SIMURGHS attack on Canberra. Thus, the THINK-TANK has put together the following ratings for all directors and Level 3 personnel.
Brute: 11
BB70 has demonstrated a resilience for numerous munitions when conducting initial power testing. The Rating was increased when during the siege of Canberra, she had powered through entire buildings and alternately thrown through buildings. On top of the resilience, she has stated she can enforce up to 212 thousand horsepower in a pushing motion and 44 thousand horsepower in a pulling motion.
You heard the man the lady can take a beating what he isn't telling you is how much of a beating she can take. I had a chat with some of my buddies who where serving a tour on the Constitution, and they mentioned that BB means Battleship. The last battleship had the alpha numeric designation of BB-64, so we are looking at the resilience to take anything that isn't Naval grade artillery to the face and shrug it off. So, unless you have a literal ton of explosives don't shoot the lady. If you do, she has the strength to literally rip your arms out of their sockets and beat you to death with them.
Breaker: 0
The Breaker designation is simply the manifestation that allows BB70 to access most of her powers. The extent of her powers that are accessed when her breaker form is manifested is unknown. The manifestation of her breaker state appears to be a combination of a ship hull with her cape name painted on, as well as miniaturized guns ranging from what appear to be 5"/38 caliber guns to an unknown dual barreled main gun. She has also demonstrated the ability to change between either weighing at 64,000 Tones to 153 LBS this ability is separate from her rigging and thus it is safe to assume in a hostile situation that she is weighing at the former rather than the latter.
Don't have a lot of words from what the man the myth and the legend has already stated except when the rigging as my navy friends have taken to calling it is deployed in full be prepared to start paddling up shit creek. Now for anyone who can't convert a pound to a ton, its 2 thousand pounds to make a ton. So even if you wanted to move her, she can literally sit down and never move an inch no matter what you bring. The only way she is moving at the 64K tonnage side is if she wants to.

BB70 has been stated on the record that she can theoretically run 40 knots for several hours. The conversion to a conventional speed states that she is capable of running up to 46 miles per hour, for what was recorded during testing at 3 hours.
Anyone remember their eighth-grade science class when Newtons 3 laws were discussed. This is confirmation that Newton is the scariest motherf***er on planet earth. Essentially, she can impact an object at 1,315,840,000N. Anyone who isn't a nerd this is basically flatten a city at top speed levels of force. This combined with her brute rating, and you realize that she can rip you apart with her bear hands, take all but heavy ordinance to hurt, and can run at speeds approaching Highway speeds and you have a very scary picture.

She can instantaneously repair any ship and break down a ship into a singularity for later use.
Ok self-explanatory she is the Navy's wet dream and the bane of dockworkers. The singularity thing is something that I had to research on, but I think it is better to give this a tinker sub-rating due to the sheer amount of whisky tango foxtrot energy this ability somehow has.

BB70 has demonstrated the ability to command others and they follow orders to the best of their ability. We have yet to determine what the limitations are however we have noted that this power effects those who have prior military experience.
So, what the Think-tank forgot was when looking over the footage and records from dragon she is using old military radio frequencies. When I asked my navy friends about it, they explained that you have one ship that is set up as the flagship. This ship has extra equipment for commanding a task group, which correlates with the frequencies used. Plus, I found a peculiar patch and when asking my friends, they explained that she is a W-5 whatever that is. But that apparently means that unless you have some stars, she can pretty much do what ever you want or something.

BB70 has demonstrated an ability to create modern military equipment and weapons that are related to ships.
Here I am gonna have to call bull, I got ahold of some footage watching several museums including one that had a good look and the Constitution. The camera was a tinkertech camera that had 18K definition and could capture the wings of a hummingbird with a thousand stills. Well in the footage BB70 temporarily turned the ship into a blue cube and then I guess somehow reversed the transformation. As mentioned in the shaker ratings, I don't know what that cube is, but I think it's some hammer-space that can repair ships and if that's not tinkertech then I don't know what is.
Thinker: 5
BB70 has demonstrated the ability to see and track objects in her a full 360-degree radius and up to 600 meters. She has alluded to being able to see further but refused to test due to safety concerns. She has informed the testers that she can track targets up to 30 miles. When testing to see how many objects she can track she managed to track it is noted that she can identify up to 500 objects past a certain size and actively track close to 200. It should be assumed that this is on the low end of what she can do.
She sees you when your patrolling, she knows when you are flying, she knows if you are a plane or not, so you back the hell off. This is another thing I asked my navy friends, apparently you can't have radar systems on when you get withing a certain distance to the coast because the waves will disrupt any radio signals and electronics and can literally cook a man standing in front of a radar dish while it is active. Speaking of can we reprimand the guys in charge of power testing because I don't want to have to report to a testing chamber because someone's hamster god nuked. Back to the thinker rating, well it is rather strait forward with her theme being a battleship then clearly this we are looking at an SC radar set equivalent. Old fashioned but legend is right she is probably low balling it so assume that if she is close to 30 miles away from anyone who cares, she can see you no matter if you are on the dirt or in a Helicopter.
Blaster 10 13
This is the only rating that we can safely confirm to be a subrating of her breaker form. The cannons that are mentioned in the breaker rating are capable of launching shells that have similar power to the normal sized projectiles. We have confirmed that she can shoot up to a 40mm anti-air round, and it is believed that the 5"/38s have a similar capability. Thinkers are still having trouble identifying the larger guns, but we can safely confirm to be at least 356mm capable gun.
So, she is a neigh unstoppable impossibly strong and absurdly fast killing machine, well guess what she doesn't need to get in melee to give you a bad day. She can do it at range with the equivalent of naval artillery. So when you combine her mover rating with her thinker rating with the ability to track and hit you if you are withing 15 miles from her and suddenly you realize she owns the place you are at, doesn't matter what you have she owns it. Back to classifying the ratings, once again I am going to call bull, the design of the guns means that they are a minimum of 16 inches. What Legend has not stated is the design of the turrets is different depending on the mark of the gun. Now I am not an expert, but the design is closer in line with the 16'/45 calibers of the Colorado's. Now if I am right which I wish I am not then that means that she has the capability to shoot katies, for anyone who doesn't know what that is, it's a f***ing nuke with a yield of 15-20 kilotons. With the potential of 6 of these falling on your head if you mess up bad enough each one has the equivalent power of the bomb that wiped out Hiroshima. Frankly I still think she should be given the Blaster yes designation on PHO.

She has demonstrated the ability to manipulate thinker into a constant loop of and I quote "Is ship yes" this has made getting specifics difficult and resulting on higher ratings by a factor of 1
Gentlemen you heard the man the think tank and watch dog is useless on this and good old sleuthing is required. However, I did hear from the ENE base radar operator found a ship on scopes where there wasn't one. So, it's not just powers that she affects but also radar equipment. Good news about this is she is an easy target for radar guided missiles.

She was the dockyard, when she came alive is a tricky question. Though she remembers everyone who worked on her. Was she still dying? Slightly though with USS Georgia's plan she should recover once again.
"Um, Miss are you lost?" Kurt asks
"I'm fine Kurt. Just waiting for Georgia to get back." Bay says
"How do you know my name?" Kurt asks
"You're a member of my crew silly. Of course, I would know your name."
"I'm gonna call Danny," Kurt says
"Oh! He's my favorite commander almost as good as his father." The girl says happily.
"Uh Huh," Kurt says pulling out an old flip phone.

Things at the PRT were going just swell. The sun was shining the birds were singing. And a top-secret document had leaked to the public.
Renick was in charge today since Piggot had an aneurism followed by her kidneys failing for the last time. She was on bed rest after Panacea had healed her since she was unconscious and unable to turn down the healing.
Was a medical staff member going to get fired over that decision, yes. However, he would make sure that they got a better job at another division of the protectorate.
"Colin… has your friend been able to remove the post?" Renick asks
"She's trying but we all know how the internet is. PHO has actually been taken offline 3 times." Armsmaster says
"Any news on who was responsible for the leak?" Renick asks
"Someone at an IP address in DC." Armsmaster answers
"This is a mess," Renick says as the phone rings once again.
"Navy?" Armsmaster asks
"Yep, wonder what they want?" Renick asks aloud.

The sound of a dull thud is heard echoing throughout an underground bunker.
Coil's head was slamming into his desk in this timeline while in the main one he was talking to Lisa in a panic.
Unknown to Coil, Lisa was purposely feeding him false info thanks to the talk she had with Georgia over in Boston.
"Boss, I am telling you there is no way that report is accurate. There is no way one singular person can have that many different categories even for a grab bag. Maybe she isn't even a parahuman?" Lisa says purposely trying to get a rise out of Coil.
"What is she then?" Coil asks seething
"Well, if youve ever talked to a former naval service member they always seem to agree that their ship is alive right? I mean what if?" Lisa asks
"There was never a BB-70 built. Tattletale i need something else from your powers just anything." Coil says
"Well, boss you have her identity? What if you try to attack her while she's at work and not active as a cape?" Tattletale asks
"You know? That might actually work…" Coil says hanging up the phone while in his secondary timeline he had died from hitting the desk too hard with his head. It makes you wonder if he sustains brain damage between timelines.
